Job Summary
The Steam and Power Plant IV serves as the lead coordinator and supervisor of the UD Shop UB, overseeing the daily operations of steam distribution systems and managing the Energy Management Control Center (EMCC). duties as required. This position plans, schedules, and directs the work of skilled staff involved in the control and distribution of steam and other utilities essential to campus building operations. The incumbent ensures that building HVAC systems are monitored, controlled, and optimized through centralized energy management systems while maintaining compliance with safety and environmental regulations. Duties & Responsibilities
1. High school diploma or equivalent.
2. Four (4) years (48 months ) of work experience in the maintenance and operation of steam and power plant equipment.
3. One (1) year (12 months) of work experience in a position comparable to the Steam and Power Plant III.
- OQ Gas Qualification Certification. Candidate must obtain and maintain OQ Qualification within six months of date of hire.
Preferred Qualifications
A. Physical Requirements
Constant is defined as performing a task 500+/day or 67-100% of the work day Frequent is defined as performing a task 101-500x/day or 34-66% of the work day Occasional is defined as performing a task 1-100x/day or 1-33% of the work day.
Based on the two-hand occasional 2 hand pull of 89 lbs, the Operating Engineer functions at the HEAVY Physical Demand Level.
B. Work Environment
This is a 100% full-time Civil Service 4993 - Steam and Power Plant IV position, appointed on a 12-month basis. The expected start date is as soon as possible after 8/4/2025. The wage for this position is $55.81 per hour.

Duties & Responsibilities
- Plan, schedule, coordinate, and assign duties to Shop UB Steam and Power Plant II staff performing Steam Distribution campus operations including equipment, and workflow prioritization:
- Daily rounds to observe steam tunnels, building steam entrances, condensate pumping stations, etc.
- Campus exterior surveys to detect building electrical power outages, domestic water and chilled water leaks, sink holes from failed storm and sanitary sewer systems, venting steam system vaults to detect steam/condensate leaks, flooded vaults and manholes indictive of failed sump pumps.
- Supervise the operation and maintenance of high-and low-pressure steam distribution across campus.
- Perform JULIE Locate services on UD systems as requested.
- Perform utility meter reading rounds to collect billing data.
- Perform shut-down and re-starting of steam and chilled water distribution systems.
- Conduct watch and protect assignments on UD systems as requested.
- Inspect chilled water and domestic water service entrances for system deficiencies.
- Plan, schedule, coordinate, and assign duties to Shop UB Steam and Power Plant II staff performing EMCC operations ensuring effective monitoring, control, and troubleshooting of HVAC and utility systems via campus-wide building automation systems (BAS) including:
- Operation and maintenance of mechanical equipment through BAS and local manual control (such as boilers, pumps, HVAC, and any other associated equipment). Adjusts manual controls or overrides automatic controls to bring equipment into recommended or prescribed operating ranges, switch to backup equipment or systems, or shut down equipment.
- Manage and interpret alarms, system trends, performance data, and take actions to maintain occupant comfort and energy efficiency.
- Maintain records, logs, and reports on system performance, maintenance history, and incidents.
- On-duty point of contact for campus customers and F&S groups/divisions by answering phone lines and emails regarding F&S trouble calls; determines priorities; requests work orders; and provides support to F&S crafts and trades departments.
- Communicates and explains equipment problems to appropriate F&S staff members.
- Adjusts setpoints and schedules on mechanical systems within campus buildings to ensure efficient and reliable operation of university energy assets.
- Works with, collaborates with, and utilizes the UES Energy Management Controls Department including Shop SJ, Shop PM, Shop 41, and Shop 55 to resolve equipment/automation/control operational issues across campus.
- Works with and utilizes the UD Program Coordinator to manage the Shop UB Work Order process.
Schedules, supervises, trains, and assists all personnel assigned to the EMCC. - Schedules, supervises, trains, and assists all personnel assigned to the EMCC.
- Makes frequent inspections of all work areas to ensure proper maintenance of all equipment.
- Hold and conduct monthly safety meetings, follow up to ensure that safe work practices and habits are carried out. Perform routine safety training sessions and hold toolbox talks with crews on job sites. Perform regular job-site inspections of all crews in order to identify any unsafe work practices and unsafe conditions, documenting the visits and forwarding findings to administrative/management personnel.
- Monitor personnel to assure safety and security policies are being followed.

- High school diploma or GED; technical certification or associate degree in mechanical, electrical, or HVAC systems preferred.
- Bachelor's degree in mechanical engineering, facilities management, or related field.
- Experience in a higher education or institutional campus setting.
- Six (6) years of progressively responsible experience in utility and building mechanical systems operations, with at least two (2) years in a supervisory role.
- Extensive knowledge of mechanical systems and equipment, including boilers, pumps, HVAC, and other associated equipment.
- Extensive knowledge of steam distribution systems, chilled water distribution systems, shut-down and re-starting of steam and chilled water systems, and the control of campus steam and chilled water systems.
- Extensive knowledge of mechanical, electrical, and electronic control systems, BAS sequence of operations, troubleshooting, graphics, and operational concepts.
- Extensive knowledge of the interaction of all campus systems (steam, water, air, BAS controls, etc.) connected with equipment in all modes of operation.
- Ability to understand maintenance and repair standards set by manufacturers.
- Preventative maintenance practices and computerized maintenance management system (CMMS).
- Ability to understand piping diagrams, sketches, schematics, and blueprints.
- Ability to make decisions quickly.
- Ability to communicate with the campus customers, Shop UB operating crew, UD Program Coordinator, and various levels of F&S management.
- Ability to supervise, direct, and instruct department staff including planning, organization, prioritization, assignment of tasks, and follow up.
- Through knowledge of applicable codes, OSHA safety regulations, F&S safety standards, regulatory compliance, emergency response procedures, and safe and proper use of tools, equipment and Personal Protective Equipment (PPE).
- Understanding and knowledge of the functionality and operation of the EMCC.
- Understanding and knowledge of the JULIE Locating process.
- Working knowledge of specific building automation systems (BAS) including Siemens Desigo, Siemens Insight, Niagara G3, Schneider Electric EBO, and Tridium R2.
- Working knowledge of additional unsupported BAS including Andover Continuum, Ultivist, and Johnson Metasys.
- Extensive knowledge of natural gas transmission distribution system.
- Working knowledge of F&S AiM Work Order tracking system.
A. Physical Requirements
- Generally good health.
- The job duties require employees to bend, stoop, reach, lift, push, and pull (see Force Generation table), and include extended periods of standing and walking on concrete floors in both cold and hot/humid environments.
- Climbing stairs, ladders and moderate labor where stamina and perseverance are needed.
- Able to move rapidly in emergency situations.
- Assignments will include working in buildings across campus which may include high work in harnesses, on scaffolding, in steam tunnels, mechanical rooms, rooftops, or in a confined space.
- Physical stamina and strength required.
- The job duties may require the employee to move heavy objects.

B. Work Environment
- Work area can be hot, humid, noisy and dusty.
- Exposure to high temperature steam and water, high pressure steam and water, and high voltage electricity.
- Certain hazards may be present in the form of radiation, asbestos, insulation, chemicals, high temperatures, high noise levels, severe weather, dust, etc. Use of PPE is required when hazards exist.
- Outside work is required in all seasons and may take place in extreme hot and cold conditions.
