Support the development and maintenance of the corporate governance
documentation to establish the minimum requirements for QP’s emergency
preparedness & response planning, and capabilities suitable for onshore, offshore,
ports, marine and diving operations. Support the assurance of oil spill emergency preparedness and response arrangements in line with the national legislation, relevant conventions and standards. Monitor the implementation of standards related to emergency preparedness and
response. Provide subject matter expert (SME) inputs into crisis management and
business continuity planning related to risk mitigation and response. Identify and develop personnel competency requirements to manage incidents for offshore operations, diving emergencies, marine and onshore asset. Review and evaluate QP Directorates/Departments emergency response plans to assure that they comply with the corporate requirements and cover all credible emergency scenarios. Conduct assessment of emergency preparedness, response
capabilities and public and community emergency preparedness on periodic basis.
Provide technical expertise during the development and review of mutual aid
arrangements to assure QP management of the effectiveness of such arrangements.
Support in establishing performance criteria, monitoring and reporting process to
assure the effectiveness of emergency preparedness and response management
system. Support the implementation of standardized training program for tiered level
emergency response and management teams and govern implementation to achieve
unified approach in execution, evaluation and improvements.9. Support implementation and strengthen collaboration with business continuity teams to support return to normal operation. Provide technical expertise during Corporate HSE compliance and performance audits
to assess readiness of QP plans and resources, including readiness of other entities under mutual aid plans.
