JOB SUMMARY:
- Responsible for the full scope of NSF Diego Garcia's Energy Program.
- Responsible for the Installation Energy Program and is the Installation's Subject Matter Expert (SME) for energy and water efficiency.
- Establishes energy and water efficiency goals IAW regional or local directives, and goals established by IAW DOE FEMP guidelines.
- Provides leadership to mobilize Contractor resources to implement projects, processes, and programs to attain Energy and Water efficiency goals and monitors progress toward these goals.
ROLES AND RESPONSIBILITIES:
- Comply with the installation's energy management program.
- Attend periodic meetings with the Installation Energy Manager, where energy and water efficiency goals and project status will be discussed to ensure that any Contractor work complements and optimizes efficiency efforts.
- Identify and implement energy and water reduction initiatives to reduce building energy intensity and water intensity IAW EPACT2005, Executive Order 13423, Executive Order 13514, EISA 2007, Executive Order 13693, and energy and water consumption reduction goals established by the Secretary of the Navy and Chief of Naval Operations. The energy and water conservation measures and basic energy management practices initiatives for all facilities shall result in overall energy cost savings to the Government or offset the cost of oil generation.
- Utilize the energy practices and guidelines identified in, but not be limited to the following:
- FEMP
- DGREGCOORDINST 4101.1
- DGLOCALCOORDINST 11100.1.
- Develop and submit an Energy and Water Management Plan.
- Submit the Facilities Energy and Water Reduction Progress Report.
- Use sustainable development concepts and principles to the fullest extent possible for all facility operations, maintenance, repair, renovation, and construction projects.
- Influence operations to execute the mission at the lowest possible energy usage and cost.
- Optimize the energy and efficiency of their operations without jeopardizing mission readiness.
- Take prompt corrective action on the following items: programming HVAC temperature settings IAW NSFDG policy, turning off lights in unoccupied spaces (i.e., storage, mechanical, and electrical rooms), turning off exterior lights during daylight hours, repairing inoperable motion sensors, repairing leaking water fixtures, and replacing light bulbs with compatible, energy-efficient light bulbs.
- Identify and develop at least one (1) energy or water efficiency improvement project per quarter and include eROI and all supporting investment and energy savings documentation. Each project shall cost at least $500,000 in construction or repair costs and have a savings-to-investment ratio of at least 1.25.
- Identify and develop at least three (3) low or no-cost work orders or other operational initiatives per quarter and provide all investment and energy savings documentation. Each work order or initiative shall save at least $10,000 annually in utility funding for infrastructure that the Government pays the utility bill and will not harm mission readiness and quality of life.
- Provide building energy monitors (BEMs) for facilities that the Contractor operates on behalf of the Government and comply with DGLOCALCOORDINST 11100.1. The primary duty of the BEM is to assist the Government Energy Manager in achieving the objectives of the Region EnergyConservation Program DGREGCOORDINST 4101.1. The Government Energy Manager will train the BEMs in building monitor duties. The BEMs are required to actively participate in meetings concerning the progress of the energy conservation program.
- Ensure compliance with applicable codes, policies, and standards such as ASHRAE, DoD Energy Management directives, and federal energy mandates.
- Coordinate with engineering, maintenance, environmental, and sustainability teams to integrate energy efficiency practices into facility designs and retrofits.
- Serve as the primary point of contact for all energy-related matters on the installation and liaise with government representatives, contractors, and other stakeholders.
- Support energy awareness campaigns and training programs to promote a culture of energy stewardship among base personnel.
BASIC JOB QUALIFICATIONS: (Knowledge, Skills, and Abilities (KSAs):
- Familiarity with U.S. federal and DoD energy policies, sustainability initiatives, and reporting requirements.
- Knowledge of the energy mandates, programs, and processes is essential to managing the energy program, seeking resources, and addressing installation requirements and problems.
- Knowledge of the fundamentals of building energy systems, building energy codes and applicable professional standards, energy accounting and analysis, life-cycle cost methodologies, fuel supply and pricing, and use of instrumentation for energy surveys and audits.
- Knowledge and skills to apply the latest developments in energy and water efficiency technology.
- Ability to manage and execute energy projects in lighting, HVAC, motors, Photovoltaic (PV), Direct Digital Control (DDC), and other energy, water, and renewal technologies.
- Must possess administrative, organizational, and computer skills to include proficiency with Microsoft Office suite including (MS Excel, Word, PowerPoint, and Outlook).
- Must speak, read, and understand the English language.
- Must pass overseas medical screening and be in good health.
- Must be able to drive a vehicle (manual and automatic transmission), and obtain and maintain a valid driver's license from the country of origin.
JOB SPECIFICATIONS: SPECIAL CERTIFICATION OR TRAINING
- Must be certified as a Certified Energy Manager through the Association of Energy Engineers.
EDUCATION:
- Must have a bachelor's degree in Civil, Industrial, Electrical, or Mechanical Engineering or other related engineering and scientific fields, based on a four-year course of study.
EXPERIENCE:
- Must have at least five (5) years of experience sufficient to give them knowledge of concepts, principles, and practices of electrical, mechanical, steam, and heat transfer systems and efficiency, to serve as technical authority for the full range of energy conservation programs under this contract.
