Description
The purpose of this classification is to perform administrative and technical work at the management level, overseeing the operation, function, maintenance, and repair of the City of Alexandria's municipal gas distribution system. This position is subject to 24-hour call.
Examples of Duties
Oversees the work of subordinate staff: organizes, schedules, supervises, assigns, reviews, and inspects operations, maintenance, repair, and construction activities of the gas system; oversees new employee selection; evaluates employee performance; allocates personnel; provides recommendations and approvals regarding new employee selection, transfer, promotion, discharge, and disciplinary action.
Ensures sufficient allocation of personnel, equipment, and materials to perform the work required.
Establishes and implements work methods and practices of the department: writes and amends safety rules and regulations; oversees the administering of the department's safety program.
Inspects, recommends, and directs alterations and modifications to the existing gas system and its components; reviews drawings, plans and specifications relating to new and existing projects, equipment, and components.
Oversees the gas department budget: develops, submits and implements annual budget for department operations; reviews and analyzes budget expenditures and impact on the overall operation of the department; prepares, reviews, approves and/or disapproves purchase order requests and bid advertisements.
Acts as a liaison between department and other government agencies: assists in preparing information and presentations for meetings with administration and City Council committees; presents reports; represents the department in meetings with the administration, City Council, and various committees, groups, and boards.
Participates in the installation, maintenance, and repair of the gas system and it's components during emergency situations.
Receives, reviews, prepares, and/or maintains the appropriate paperwork necessary to the functions of this position: prepares and processes repair schedules; prepares local, state, and federal reports as required and related information; prepares and processes various forms related to plant personnel.
Provides administrative and supervisory support to supervisory subordinates.
Receives, addresses and remedies any difficult customer complaints or problems that cannot be handled by subordinates; keeps necessary records and makes required reports.
Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Works, Excel, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Typical Qualifications
Bachelor's Degree from an accredited college or university in Civil, Mechanical, Chemical, or Petroleum Engineering or related field; supplemented by seven (7) years of progressively responsible supervisory experience in gas distribution, consumption, and inspections, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Will be required to obtain maintain certification as an inspector for steel and plastic welding, as well as any other training and licenses. Must obtain certifications required by the Office of Pipeline Safety within six (6) months of hire. Must possess a valid driver's license. Will be required to obtain a valid State of Louisiana driver's license at time of appointment and maintain throughout employment for this classification.
