Description
Under general supervision, performs a variety of skilled and semi-skilled duties and responsibilities involved in the maintenance, repair, service, and installation of equipment, machinery, and related facilities at the Clean Water Facility (wastewater treatment plant); performs related maintenance-oriented tasks, keeps records and prepares reports; and performs a variety of tasks relative to assigned area of responsibility.
Essential Job Functions

Work activities involve multiple skills and may include any or all of the following depending on area of assignment, crew needs, emergency services, special projects, and seasonal factors:

  1. Inspect, maintain, repair, and service wastewater treatment plant machinery and equipment, including pumps, valves, valve actuators, motors, engines, meters, drives, tanks, reservoirs, compressors, chemical feed and storage systems, UV disinfection systems, heating and air conditioning systems, and other equipment typical to a wastewater treatment facility.
  2. Assists in installing, maintaining and repairing pumps, air compressors, mechanical bar screens, grit elevators and conveyors, ventilating equipment, aerators, clarifier equipment, chlorination equipment, boilers, heat exchangers, gas compressors, diesel generators, valves, regulators, mechanical sluice gates and other machinery and equipment at Wastewater Treatment Plant or pumping stations.
  3. Does major and minor piping repairs to all machinery and related equipment.
  4. Keep records of maintenance and repair work and a log of plant operations and related records; fully utilize computerized work systems in accordance with workflow processes.
  5. Requisitions needed equipment and assists in maintaining an inventory of spare parts.
  6. Assists in training others on the maintenance of machinery, pumps, sampling equipment, etc.
  7. Fabricate parts and equipment; operate welding, cutting, and general fabrication equipment.
  8. Pack, lubricate, clean, and paint mechanical equipment and motors.
  9. Inspect newly installed mechanical equipment to ensure safe and satisfactory operation and functionality.
  10. Perform preventive maintenance checks and servicing on equipment.
  11. Use a variety of hand power tools, cutting and welding equipment, and electrical test equipment.
  12. Evaluate equipment performance and identify problem areas.
  13. Perform general maintenance duties in the plant, including buildings, grounds, and mechanical and electrical equipment as required.
  14. Operate heavy-duty technical equipment to transport goods and materials.
  15. Analyze or create documents, such as blueprints, markings, surveys, operating procedures, etc., to problem-solve the most effective approach to a task.
  16. Verify the work of others for accuracy, proper work methods, techniques, and compliance.
  17. Formulate solutions to problems with equipment or operations, including logistics, operations, and processes.
Associated Functions:
  1. Attend various workshops, continuing education, meetings, seminars, and conferences.
  2. Perform other duties and responsibilities as assigned.
Performance Requirements (Knowledge, Skills and Abilities):
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required, with or without reasonable accommodation.

Knowledge of:
  • Installation, operation and maintenance of mechanical systems and equipment of the facility such as pumps, conveyors, ventilating equipment, aerators, clarifier equipment, chlorination equipment, heat exchangers, air compressors, diesel generators, centrifuge, valves, regulators, D/P cells, mechanized sluice gates.
  • Principles and application of physics, chemistry and bacteriology as applied to wastewater treatment and disposal.
  • Standard practices, methods, tools, and materials used in mechanical trades.
  • Good judgment, alertness, and dependability
  • Mechanical principles of pumps, controllers, motors, and drives.
  • General methods of electric, mechanical, and plumbing repairs.
  • Occupational hazards and standard safety precautions are necessary in the workplace.
Skill in:
  • Operating as a general mechanic.
  • Use and care for bench and hand tools, machines, and equipment of the mechanical trades.
  • Perform mechanical work, including the troubleshooting of equipment for both minor and major repair work.
  • Accurately determine mechanical repair needs and estimate the cost and time of repairs.
  • Perform basic operations of SCADA software from a desktop or remotely from a laptop.
Ability to:
  • Keep accurate records
  • Understand and carry out oral and written instructions
  • Perform skilled mechanical work independently.
  • Accurately read and record data from gauges and meters.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Use computers and handheld electronic devices in the course of work.
  • Read and work from sketches, blueprints, and diagrams
  • Assist with the maintenance of the conveyance system pump station equipment as required.

Qualifications & Requirements

An equivalent combination of education, training and experience that provides the required knowledge, skills and abilities to perform the essential job functions may be considered.

  • High school graduation or GED equivalent.
  • Two (2) years of progressive maintenance experience repairing mechanical, industrial, and/or electrical equipment and machinery; including. the maintenance of pumps, motors, piping and wastewater or water treatment plant operations, such as equipment manufacturing or industrial maintenance work.
  • Must be able to acquire specialized certifications in specific areas of work.
  • Must obtain and maintain CPR and Industrial First Aid Certification within three (3) months of hire.
  • Ability to successfully pass a comprehensive employment background verification prior to hire.
  • Valid driver's license at the time of hire and must provide a Driver's Abstract with a good driving record.

Preferred Qualifications:
Certificate of completion from a trade/vocational school as a machinist, millwright, pipefitter or related trade.
Working Environment & Physical Demands

  • Work is primarily performed indoors with periods of being in a stationary position, must be able to travel from building to building, to other meetings and job locations.

  • May be exposed to fumes, odors, dusts, gases, chemicals, oils, airborne particles or bloodborne pathogens, potential toxic or caustic chemicals, grease, smoke, gases, heat, cold, electrical currents, vibration, and other hazardous conditions including vehicular traffic and construction equipment.
  • Climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing, and repetitive motions.
  • May be required to occasionally lift heavier weight with the assistance of others or mechanical devices up to 100 pounds. Move up to 50 pounds of force frequently and/or in excess of 20 pounds of force constantly to move objects.
Physical Demands:
  • Work requires manual dexterity, ability to recognize and identify similarities and differences between shade, degree or value of shapes, sounds, forms, textures or physical appearance associated with objects and people.
  • Ability to communicate and observe details at varying ranges with accuracy, and the ability to move and position oneself as needed on a site and to maintain such activities throughout a work shift.
  • Weekend and after-hours work may be required as well as after-hours response to situations and emergencies.

Vacation and Sick Leave Accrual


Sick leave accrual is 8 hours per month.

Full-time employees receive vacation accrual on the following schedule.
Years of Service Vacation Accrual Rate
  • 0 to 5 years - 8 hours/month
  • 6 to 10 years - 10 hours/month
  • 11 to 15 years - 13.33 hours/month
  • 16 to 20 years - 15 hours/month
  • 21 plus years - 16.66 hours/ month

The vacation accrual rate for a part-time employee shall be pro-rated as a percentage of the full-time rate.

Holiday Pay
The City provides eleven (11) paid holidays per year plus two (2) floating holiday of your choice (total of thirteen (13) days).

Medical Insurance
A choice from three options is provided through the Association of Washington Cities (AWC).
  • Kaiser $200 Deductible Health Plan,
  • Regence High Deductible Health Plan (with a City funded HSA)
  • Regence HealthFirst 250 Health Plan.
The City pays 100% of the premium for a full time, regular employee (32 hours or more) and 90% of the premium for spouse and dependent children.
Part time employees who work 20 hours or more per week are eligible for full benefits but must pay for spouse and dependents coverage.

Vision Insurance
Vision Service Plan -The City provides a paid family vision plan which covers a yearly exam per person and a portion of vision hardware (frames, lenses and contacts) depending upon the use of accepted network providers.

Dental Insurance
Washington Dental Service/DELTA is preventive, incentive-based dental coverage provided through Association of Washington Cities, and pays as follows: 70-100% preventive, 70-100% basic, and 50% major dental to a maximum of $2000/person/year. Included is an orthodontic rider for children of 50% orthodontic expenses to a maximum of $1000 per child/lifetime. The City pays 100% of the premium for a fulltime, regular employee and 90% of the premium for spouse and dependent children.
Part time employees who work 20 hours or more per week are eligible for full benefits but must pay for spouse and dependents coverage.

Washington State Retirement Programs
Required pension plan for all City employees. (Public Employee Retirement System) plans 2 or 3 is for all general City employees.
LEOFF (Law Enforcement Officers and Firefighters) plan 2 is for safety service employees.
PSERS plan 2 is for Public Safety Service Officers (Corrections Officers).
(% of gross income) vary for the plans. The City makes a contribution as well.

Basic Life Insurance & Long Term Disability
The City pays for a $50,000 basic group life insurance policy as well as a long term disability policy for employee only through Standard Insurance Company.
