The Position
Purpose of Classification
The purpose of this classification is to perform managerial work functions associated with the activities of major utility divisions or direct particular phases of operation concerned with production and distribution of utility products and services. Plan and directs the operations and activities of the Public Works Department, including Administration, Street Maintenance, Sewer Systems, Solid Waste, and Stormwater. The role will also assist in the management of all roadways and associated capital projects consisting of SPLOST, T-SPLOST, State and Federal Grants as well as Georgia Department of Transportation funding.
Manage, supervise and participate in a wide range of capital; maintenance and repair related projects involving public infrastructure for public utility operations, fleet and equipment, and base facilities accomplished in compliance with all applicable regulatory operational, procedural and budget guidelines; and by performing the following duties personally or through subordinate supervisors.
This is the advanced level supervisory management position with significant field and administrative responsibilities for planning and delivering program services, responding to emergency situations, and supervising personnel. Requirements include evening and weekend hours and response to emergency situations. This position is classified as Fair Labor Standards Act (FLSA) Exempt.
Duties

Supervises, directs, motivates, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Plans, directs, coordinates, monitors, and evaluates all functions of the Public Works Department, including the Administration, Street Maintenance, Sewer Systems, and Solid Waste, Stormwater, and Utilities; develops long term and short-term plans and goals for the department.
Plans, organizes and prioritizes department workload; reviews and makes work assignments; monitors status of work in progress; inspects completed work; coordinates departmental work activities with those of other departments, contractors, and consultants, outside agencies, to include federal, state and local governmental agencies and/or officials.
Responsible for initiating and decision making for all departmental personnel actions; makes decisions in the areas of hiring, promotions, demotions, terminations, and interdepartmental transfers; makes decisions on disciplinary and grievance actions.
Develops, modifies and/or recommends new policies and policy changes to the City Manager and the Board of Commissioners regarding Public Works functions of the City; directs the implementation of approved policy changes; ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures.
Consults with staff members to review project requirements, status, and problems; provides direction, advice and technical expertise.
Directs the safe and efficient operation of city sewage treatment plants; directs construction, repair and maintenance of city storm and sanitary sewer conveyance systems; coordinates the activities and direction of the Combined Sewer Overflow (CSO) construction program.
Directs the city's industrial pretreatment program.
Directs operation of the City's Inert Landfill; directs the solid waste collection, transportation, and disposal.
Develops and monitors City Street Inventory; directs construction, repair, and maintenance of city streets, alleys, and sidewalks; develops and monitors Departmental SPLOST programs; directs maintenance of public rights of way; oversees provision of city street sweeping services.
Oversees the maintenance of the City of Albany Right of Way (ROW), which includes landscapes around city owned buildings, water towers and reservoirs.
Assists in the management of a variety of TSPLOST transportation projects and activities. Duties include developing project definition and scope, writing Requests for Proposals for engineering design, consultant selection, management of the complete design process, review of design and construction cost estimates, assisting in right of way acquisition and utility coordination.
Monitor maintenance, repair, and capital improvement budgets of project sites to evaluate work progress, process, and quality; resolve work problems; determine additional needs; assure continuous support and follow-up.
Represent the Utility in resolution of citizen inquiries and complaints and suggest corrective actions; study maintenance functions and recommend improvements; process and resolve employee grievances.
Maintains an operation through which all Utility projects are properly planned, designed and operated.
Develops, analyzes and/or recommends new processes, techniques, equipment, and products for potential use within the department.
Oversees departmental maintenance program; inspects vehicles, machinery, equipment, buildings, and facilities to ensure proper maintenance and operations.
Negotiates contracts in all divisions of the Public Works Department; evaluates contract proposals; recommends contract awards; meets with contractors and monitors status of work.
Oversees the development of the department's annual budget; responds to budget needs and requests; administers approved budget; monitors inventory of department resources; initiates orders for new/replacement items; ensures availability of materials to conduct work activities; approves departmental payroll.
Compiles and/or monitors various administrative and/or statistical data pertaining to departmental operations; performs research as needed; makes applicable calculations; analyzes trends; prepares or generates reports.
Processes a variety of documentation associated with departmental operations, per established procedures and within designated timeframes; prepares and/or completes various forms, correspondence, reports, tables, charts, graphs, technical studies, performance appraisals, meeting minutes, presentations, and other documents; distributes documentation or maintains records as appropriate.
Generates manual and/or computerized reports; balances reports; forwards/maintains as appropriate.
Receives various forms, reports, contracts, specifications, payment requests, performance appraisals, job applications, blueprints, drawings, maps, manuals, blueprints, drawings, and plans, or other documentation; reviews, processes, approves, forwards or retains as appropriate.
Operates a computer to enter, retrieve, review or modify utilizing Microsoft Word, MS Excel, JDE Financial, Mainframe: Street Inventory, MS Outlook, Performance Pro, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office other equipment as necessary to complete essential functions.
Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.
Communicates with manager, Board of Commissioners, employees, other departments, contractors, consulting engineers, architects, outside agencies, regulatory agencies, civic organizations, the media, customers, and other individuals as needed to coordinate work activities, review the status of work, exchange information, or resolve problems.
Oversees Departmental Customer Service Initiative; responds to complaints, questions, and requests for information related to department operations, to include providing information, researching problems, initiating telephone calls, etc.
Attends meetings; conducts staff meetings and training activities; serves on committees as needed; makes speeches or presentations to civic groups, employee groups, City Commission.

Manages six subordinate supervisors who supervise a total of +/- 150 employees in the Utility Operations Department. Is responsible for the overall direction, coordination, and evaluation of these units. Also directly supervises one non-supervisory employee. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
