Introduction
The Maryland Higher Education Commission is seeking an experienced with higher education and grants, energetic individual to fill the position of Staff Spec I (NGSC).

Main Purpose of Job
The finance policy analyst is responsible for will take the administrative lead over the program, communicating with eligible non-profit organizations, organizing trainings for nonprofit employees, and managing and submitting yearly reporting requirements. The manager also analyzes and reports on legislative actions regarding the Governor's budget, provides information on the program to various constituents, and prepares testimony and supporting documents for the Secretary of Higher Education, the Assistant Secretary and the Director.
POSITION DUTIES
- Communicate with eligible non-profit organizations
- Organize trainings for nonprofit employees
- Manage and submit yearly reporting requirements
- Analyze and report on legislative or other actions regarding the Next Generation Scholarships Program in the Governor's budget .
- Provides information on the program to various constituents
- Prepares testimony and other presentations for the Secretary of Higher Education, the Assistant Secretary and the Director.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: One year of administrative or teaching experience in post-secondary education programs.
Notes:
1. Candidates may substitute the possession of a Master's degree from an accredited college or university for one year of the required experience.
2. Candidates may substitute the possession of a Doctoral degree from an accredited college or university for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience managing or supporting grant-funded programs, particularly in education or nonprofit settings
- Experience with financial aid programs and strategies to support first-generation and low-
income students
- Knowledge of college access and success interventions, particularly in high-poverty or
under-resourced communities
- Proficiency with Microsoft Office Suite and Google Workspace; intermediate Excel skills
