Introduction
The Maryland Public Service Commission (PSC) is seeking a skilled and motivated leader to serve as the Director of its Telecommunications, Gas, & Water Division (TGW). This position plays a key role in ensuring the efficient regulation of critical public utilities and offers the opportunity to help shape policy and pricing in essential service industries.
This is an "at will" position which serves at the pleasure of the Appointing Authority.

POSITION DUTIES
The Director manages the TGW Division of the Commission's Technical Staff and is responsible for providing expert testimony, developing policy, and performing economic and technical analysis on matters relating to telecommunications, natural gas and water services.
The Director is responsible for hiring, training, and supervising regulatory economists for the primary purpose of providing technical and policy analysis used to establish just and reasonable rates for utility services. In addition, the Director and the Division employees provide reporting, policy recommendations, legislative analysis and other evaluations as needed to support the Commission's mission and activities aside from rate regulation.
The selected applicant is principally responsible for the development and presentation of Staff policy recommendations on telecommunications, gas and water utility issues through expert testimony and written reports.
Position duties include but are not limited to:
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university in Economics, Engineering, Finance, Statistics, Mathematics, Public Policy, or a closely related field.
Experience: Four years of relevant professional experience in economic analysis, preferably in utility regulation, the energy sector, water sector, telecommunications sector or a related field.

- Policy Position Development and Delivery: Sponsor expert testimony, comments or reports and provide buck sheet and other comments and reports on matters related to telecommunications, natural gas, and water utility.
- Supervise Division Staff: Supervise Division personnel in support of the development of expert testimony, comments, and reports on topics or tasks listed above. Train, lead, and guide division members in the performance of their duties. Develop and maintain TGW division training curriculum.
- Administrative Duties: Complete administrative duties including hiring staff, conducting performance reviews, assessing Division training needs, developing educational materials, and managing buck sheet comments.
- Work Group Activities: Support work group activities include chairing and organizing meetings, preparing and reviewing relevant filings, developing work plans, answering inquiries from interested parties, and supervising assigned staff members.
- Other duties as assigned.
MINIMUM QUALIFICATIONS

- Proficiency in economic theory (microeconomics, industrial organization, regulatory economics) and its applications.
- Experience with statistical analysis, econometrics, and economic modeling software.
- Excellent written and oral communication skills, with the ability to explain complex economic concepts to diverse audiences.
- Ability to work independently and collaboratively in a team-oriented environment.
- Sound professional judgment and a commitment to ethical public service.
- Knowledge of the electric utility industry, energy markets, or regulatory processes is highly desirable.
