Introduction

The State of Wisconsin, Department of Military Affairs (DMA) is hiring an Energy Manager (Capital Projects Specialist- Management). This position is located at the Joint Force Headquarters (JFHQ), in Madison.

This position will work Monday through Friday, full-time. The exact schedule will be determined with the finalist upon job offer. There will be some opportunity for limited telework after an initial training period.

The DMA provides essential, effective, and responsive military and emergency management capability for the citizens of our state and nation. During emergencies, no single organization can handle the response. The DMA consists of several organizations working together to plan, prepare, coordinate, and respond effectively when our communities and neighbors need us the most.

Position Summary

The Energy Manager position is located in the Environmental Branch in the Construction and Facility Management Office (CFMO) and is responsible for the Wisconsin Army National Guard's (WIARNG) energy and water management program. The Energy Manager will plan, promote, communicate, and implement the energy program. The position will assist in policy development and creating efficiencies to reduce the WIARNG's energy and water cost and consumption and to support stewardship of resources, readiness, resiliency, and sustainability.

Salary Information

Starting pay is between $44.00- $49.00/ hr.

This position is in the 81-30 pay schedule/range. A 12-month probation will be required.

This position will work Monday through Friday, full-time. The exact schedule will be determined with the finalist upon job offer. There will be some opportunity for limited telework after an initial training period.

For current permanent state employees, pay will be set in accordance with the State Compensation Plan.

Job Details

In order to gain access to the military facilities and to determine whether the circumstances of any conviction may be related to the job being filled, DMA will conduct a comprehensive background check.

In addition, the position requires a Common Access Card (CAC). A CAC requires successful completion of a Department of Defense investigation which is an additional more in-depth federal background check, for gaining access to federal computer systems, restricted locations, or classified information.

The Department of Military Affairs does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

This is a State of Wisconsin Civil Service position. The DMA does not require current or previous military experience.

Must be able to routinely travel throughout the State of Wisconsin and periodically out of state for coordination, training, and audits.

Must possess or be eligible to obtain and maintain a valid driver's license as a condition of continued employment.

All new permanent, project, and limited term employees will be required to report to Joint Force Headquarters (JFHQ) in Madison on the Monday of their first week of employment for the New Employee Orientation (NEO) program. Additional information will be sent to the new employees and their supervisors on the Tuesday prior to NEO.

Qualifications

Candidates who meet minimum qualifications will have experience with:

  • Using engineering concepts and problem-solving techniques to analyze energy and water data.
  • Managing projects related to energy and water savings, alternative energy programs and initiatives, to include conducting surveys, audits, or studies.
  • Professional employment experience in Civil, Electrical, Mechanical Engineering or equivalent engineering field or in gas and electric utilities.
  • Monitoring facility metering data for use in energy evaluations and identifying future energy conservation projects.
  • Microsoft Office Suite; including MS Outlook, MS Word, MS Excel, MS Access, MS Power Point.

In addition to the minimum qualifications, well-qualified candidates will also have the following preferred qualifications:

  • Possession of an earned Bachelor of Science Degree or higher in Civil, Electrical, Mechanical Engineering or equivalent engineering program.
  • Be a Certified Energy Manager with energy and water management experience as a consultant or business-related field.
  • Be a registered Professional Engineer or Architect in Wisconsin with energy and water management and building systems design and evaluation experience.
  • Experience devising strategic plans and methods in energy resiliency projects and developing cost benefit analysis and life cycle cost analysis evaluations.
  • Experience performing energy and water evaluations (energy audits).
