PURPOSE OF CONSULTANCY
Under the direct supervision of the Advisor on Evidence and Information on Health Economics and Financing, and under the general supervision of the Unit Chief of Primary Health Care, the consultant is expected to deliver the following outputs and activities:
1.Update PAHO's database and dashboard for external funding operations.
2.Develop an analytical framework for analyzing pharmaceutical expenditure in the LAC region by applying the System of Health Accounts, using household surveys databases and other indicators:

International PAHO Consultant - Evidence Generation for Health Financing
Background
The primary objective of the Department of Health Systems and Services is to strengthen health systems based on Primary Health Care, support the transformation of national health systems to improve equity and resilience, strengthen Primary Health Care (PHC), and address the relevant issues related to human resources as health systems move towards the achievement of Universal Health. Its work encompasses the following areas: integrated service delivery, strengthening of health systems governance and stewardship; developing efficient and equitable financial mechanisms to ensure adequate public funding of the health system; human resources for health, healthy life course; the Virtual Campus of Public Health; and Maternal, Neonatal, and Reproductive Health.
Unit Background
The Pan American Health Organization (PAHO), through its Health Systems and Services/Primary Health (HSS/PH) Unit, is leading capacity-building activities in health economics and health financing and expenditure tracking in the Region. These efforts include the production of learning materials for Member States, technical cooperation in the institutionalization of Health Accounts and the implementation of novel approaches to produce evidence on pharmaceutical spending and the efficiency of health systems. Additionally, as the leader of the Alliance for Primary Health Care, PAHO has implemented a database on external funding cooperations in the Region to enhance the dialogue with Multilateral Development Banks.
The objective of this consultancy is to lead the implementation of the developed content for the Health Financing Course in the Virtual Campus of Public Health, revamp PAHO's external funding operations dashboard, and create a proposal for an analytical framework for analyzing pharmaceutical expenditure under the guidelines of Health Accounts.

Qualifications
Professional experience:
Required: At least 7 years of professional experience in health financing, health accounts and health expenditure assessment.
Desired: Experience at the government level
Education:
Required: Master's in economics or health policy with a bachelor's in economics.
Desired: Postgraduate degree in Health Economics from a recognized university.
Languages:
Required: Fluent in written and spoken Spanish and English

- Track and analyze lending and non-reimbursable operations in Latin America and the Caribbean.
- Map operation approvals and their components under predefined categories of PAHO's external funding operations database.
- Revamp PAHO's external funding operations database.
- Update PAHO's dashboard in Power BI.
2. Develop an analytical framework for analyzing pharmaceutical expenditure in the LAC region by applying the System of Health Accounts, using household surveys databases and other indicators:
- Conduct a review of existing methodologies, databases, analyze household surveys databases, and tools for tracking pharmaceutical spending.
- Define a set of indicators and statistical data for tracking pharmaceutical spending from different perspectives (financing, equity, consumption)
- Provide recommendations to PAHO on options and approaches for producing evidence on pharmaceutical spending and establishing technical cooperation with countries.
3. Collaborate with the coordination and implementation of the Health Financing Course for Universal Health in the Virtual Campus for Public Health (VCPH)
- Conduct the testing of the HF Course with the PH/HSS Unit.
- Develop the final version of the draft content of the Health Financing Course for publication in the VCPH.
- Coordinate with the VCPH Team on activities for launch, participant enrolment and special seminars.
- Produce examples, tests and evaluations for participants.
- Create supplementary learning and dissemination materials needed for the launch of the HF course.
4. Identify technical cooperation needs for the institutionalization of Health Accounts in Spanish and Anglo-speaking countries in the LAC Region.
- Conduct interviews to focal points and PAHO Health Services and Systems Country Advisors.
- Evaluate the progress of target countries on the production and institutionalization of Health Accounts in the context.
- Evaluate the progress of countries reporting to the Global Health Expenditure Database (GHED) 2025.
- Provide recommendations to PAHO on technical cooperation activities in target countries.
- Provide feedback and technical support on Health Accounts to target countries (on demand).

Qualifications
- Expert knowledge of health financing and health economics in the LAC region, at the government level and international organizations.
- Proven knowledge of public financial management and expenditure tracking frameworks, including the System of Health Accounts (SHA) 2011.
- Demonstrated experience and proficiency in data management, analysis, and data visualization tools (Power BI).
- Advanced knowledge of Stata or any statistical packages (R, Python, SPSS).
- Experience with one or more of the following (or related) datasets: IMF World Economic Outlook, WHO Global Health Expenditure Database, OECD's Creditor Reporting System, DOTS Database (pharmaceuticals).
- Experience drafting methodological guidelines and other technical material (e.g. concept notes, briefs).
- Strong analytical and quantitative skills with strong attention to detail.
- Strong motivation and organizational and management skills.
- Capable of being proactive when the situation requires.
- Ability to work effectively under pressure in a diverse, team-oriented environment.
- Experience working in multicultural environments.
