Job Summary
Under general supervision, provides lead direction to assigned line maintenance staff; sets priorities and directs the work of assigned staff on a project or day-to-day basis; performs a variety of routine to skilled work in the installation, repair, construction, and maintenance of the City's water distribution system and related appurtenances; and performs related work as required. Receives technical and functional direction and training from the Line Maintenance Utility System Worker III and direct or general supervision from the Line Maintenance Supervisor. Under direct or general supervision, performs a variety of routine to skilled work in the installation, repair, construction, and maintenance of the City's water distribution system, wastewater collections systems, and related appurtenances; and performs related work as required. May provide technical and functional direction to lower-level staff.

Job Qualifications
Formal Education: High School diploma or equivalent.
Relatable Work Experience: None required.
Training, Certifications, and Licenses: Class C Water Distribution License; Class B Commercial Driver's License.

Knowledge, Skills, and Abilities Needed & Environmental Factors and Other Physical Requirements
Basic principles of supervision and training.
Maintenance principles, practices, tools, and materials for maintaining and repairing water distribution systems.
The operation and minor maintenance of a variety of hand and power tools, vehicles, and power equipment.
Proper traffic control (include warning signs and cones) to provide safe passage for the traveling public through the work area, as well as for the safeguard of workers.
Applicable Federal, State and local laws, ordinances, regulations, and guidelines relevant to assigned duties.
Shop arithmetic.
Plan, schedule, assign, and oversee activities of line maintenance personnel.
Inspect the work of others and maintain established quality control standards.
Train others in proper and safe work procedures.
Identify and implement effective course of action to complete assigned work.
Oversee and perform construction, modification, maintenance, and repair work on water distribution systems, facilities, and equipment such as found in the City.
Position requires frequent walking, bending, kneeling, lifting up to 100 pounds with assistance, push/pull materials, and carry materials as necessary.
Visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate office equipment.
Regularly scheduled for 5-day, 40-hour workweek, Monday through Friday; overtime occasionally required.
Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical, and/or electrical hazards, and hazardous physical substances and fumes.
Position requires strong verbal and written communication abilities.
Must be able to work basic computer software programs

- Provides technical and functional direction to assigned line maintenance staff; reviews and controls quality of work; participates in performing line maintenance work.
- Plans, schedules, prioritizes, and assigns line maintenance and repair work and assignments in consultation with the Line Maintenance Utility System Worker III; communicates status of assignments to appropriate personnel, working cooperatively to schedule assignments in accordance with established priorities and special operational priorities; instructs staff in work procedures.
- Trains employees in work methods, use of tools and equipment, and relevant safety precautions.
- Assists in developing work plans, procedures, and schedules.
- Estimates time, materials, and equipment required for assigned jobs; orders supplies and equipment for work projects; keeps required labor, equipment, and material records and submits reports as directed.
- Conducts pre-acceptance construction walkthroughs and analysis.
- Performs a variety of routine to skilled work to inspect, install, maintain, and repair valves, water distribution pipelines and related appurtenances; inspects and tests lines in the distribution system.
- Inspects water services for compliance with established codes and/or damaged or worn parts, and makes repairs as necessary; performs preventative maintenance adjustments.
- Performs water valve and hydrant maintenance.
- Turns on and off main line valves, hydrants, and fire service lines.
- Reports water service defects and public safety hazards, including providing exception list information and reporting hazards to supervisors.
- Turns water service on or off.
- Uses backhoe to begin trenches or make minor excavations, places shoring where required, and makes necessary installations and repairs to distribution and collection pipelines.
- Operates and maintains specialized vehicles and light, medium, and heavy duty equipment and trucks appropriate for the construction, maintenance, and repair of the City's infrastructure.
- Performs safety and service inspections of assigned trucks and equipment; steam cleans, washes, and fuels equipment; assists in lubrication and maintenance of equipment.
- Remains accessible via personal cell phone to address job-related issues or emergencies using City applications.
- Other duties, as assigned.
