Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

The successful candidate will provide program management, technical leadership, and financial oversight for the Nuclear Materials Management Program within the Facility and Testbed Engineering Directorate.

Key Responsibilities

• Responsible for all applicable aspects of contractor compliance with U.S. Department of Energy Order (DOE O) 410.2, "Management of Nuclear Materials".
• Serve as the designated senior representative to serve as the NNSS primary point-of-contact on nuclear materials issues.
• Facilitate all NNSS nuclear materials management responsibilities.
• Coordinate nuclear materials management activities through the National Nuclear Security Administration Nevada Field Office (NNSA/NFO), the Nuclear Materials Integration Division (NMID), and appropriate DOE headquarters organizations.
• Conduct nuclear materials management activities in such a manner as to ensure the safe and secure packaging, storage, stabilization, and consolidation or disposition of nuclear materials as directed by the NNSA/NFO.
• Direct preparation and submittal of annual reports:
  • Material Balance Sheet
  • Nuclear Material Forecast and Allotment Request
  • Nuclear Material Management Plan
  • Nuclear Material Inventory Assessment
  • Nuclear Component Staging Report
  • Project Number Reports
• Prepare and submit other reports as required.
• Transfer nuclear materials as provided in the DOE programmatic guidance for production, research and development, consolidation or disposition, and other purposes.
• Conduct or contribute to analytical studies and plans in response to guidance from the NNSA/NFO, the NMID, and DOE headquarters organizations.
• As directed by the NNSA/NFO and in coordination with the cognizant DOE headquarters organizations and the NMID, provide site-specific nuclear materials inventory data to authorized external stakeholders.
• As directed by the NNSA/NFO, evaluate nuclear material liabilities and assets for acknowledgment on the Department's financial statements.
• As directed by the NNSA/NFO, coordinate with appropriate DOE headquarters organizations to ensure that project numbers for nuclear materials are established, reported, and deactivated in accordance with guidance from the NMID.
• As directed by the NNSA/NFO and in coordination with appropriate DOE headquarters organizations, support the development and reporting of nuclear materials integration and consolidation or disposition performance metrics to the ONMI.
• Document and maintain characterization data to support safe management, storage, consolidation, and disposition of nuclear materials.
• Request guidance and support, as appropriate, from the NNSA/NFO for consolidation or disposition of nuclear materials.
• Recommend Defined Use or No Defined Use designations for all materials in the NNSS programmatic inventory.
• Provide justification in the Nuclear Materials Management Plan (NMMP) for materials designated as Defined Use for all materials in the NNSS programmatic inventory.
• Develop disposition plans or options for materials designated as No Defined Use and provide recommendations to the NNSA/NFO and the NMID.
• Manage Restricted Use materials according to the restrictions in governing agreements or obligations.
• Manage and store National Asset materials, as assigned to the NNSS.
• Represent the NNSS on the NMID Nuclear Materials Management Team.
• Serve as the Chair of the Nuclear Materials Review Board (NMRB).
• Oversee the development and maintenance of nuclear materials management databases.
• Develop and maintain procedures to implement the Nuclear Materials Management Program.

Qualifications

• Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
• Proficient knowledge of the profession they are to supervise.
• Domestic travel up to 50% required.

• Must have a working knowledge of the NNSS Nuclear Material Review Board process
• Experience in assessing an inventory of nuclear material including identification and documentation of programmatic responsibility for items in the inventory.
• Experience in characterizing nuclear material including identification and documentation of key material characteristics.
• Experience in effectively managing National Security items and Restricted Use items.
• Experience working with requirements-based inventory systems such as nuclear material databases of warehousing facilities.
• Experience, skill, and/or training in the function of performing workload distribution and execution of the work.
• Skilled in working and communicating effectively with programmatic functional groups, primarily Nuclear Materials Control and Accountability, facility management, engineering, and other services.
• Must possess excellent interpersonal skills and ability to interact with all types of people in a tactful, professional, and effective manner while maintaining confidentiality.

• The primary work location will be at the North Las Vegas Facility.
• Work schedule will be 4/10s Monday through Thursday (subject to change).
• Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
• Must possess a valid driver's license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, "Personnel Security". If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $124,238.40 - $198,785.60.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
