The Power Plant Director oversees the 24/7 operation of the Doyon Utilities Central Heat and Power Plant (CHPP) including supervision of plant personnel. This role ensures the safe, efficient operations and maintenance of the 22 MW coal-fired cogeneration facility in full compliance with Doyon Utilities, State of Alaska and federal environmental and safety regulations.
Starting Salary Range: $183,143 - $193,318
This is an in-person position located on Ft. Wainwright, Alaska

What you will do
- Manage all phases of the Fort Wainwright Central Heat and Power Plant (FWA CHPP) in accordance with established corporate priorities.
- Establish daily priorities, schedule, plan, and manage personnel resources to ensure workforce competence.
- Prepare project cost estimates and provide quality control for projects.
- Provide primary input to the annual operating plan and budget submission to the government.
- Evaluate capital needs and support the corporate 5-year plan, with emphasis on developing scopes of work and accurate first-year cost estimates.
- Implement and enforce safety and environmental practices in accordance with the corporate program and Ft. Wainwright directives.
- Coordinate with Site Directors to apply lessons learned and best practices to CHPP work activities.
- Direct all activities for steam and electrical production systems, including outage contingency planning and load shedding priorities in coordination with the Ft. Wainwright Directorate of Public Works and the FWA Director of Utilities.
- Provide directions to utility contracted vendors to ensure a reliable service to customers.
- Operate within a regulated utility environment including operating within ADEC, EPA, DOT, DOL, OSHA and EEOC guidelines.
- Execute a Quality Control program as required for the facility.
- Collaborate with executive leadership to align operations with strategic goals, including project planning and cost estimation.
- Ensure compliance with the Doyon Utilities privatization contract requirements.
- Attend regularly scheduled meetings with other Doyon Utilities representatives and the departments of the Army as the DU site representative for the purpose of reporting the operational status of the installation.
- Develop and manage the annual budget within approved limits.
- Meet the reporting requirements established for the utility operations.
- Supervise all aspects of the CHPP operations and maintenance and provide effective direction to the CHPP Maintenance and Operations Supervisors, plant work leaders and plant personnel.
- Learn, adopt, and apply safety programs.

Qualifications
- Bachelor's Degree in Electrical Engineering, Mechanical Engineering, or Project Management required. Equivalent combination of education and relevant experience may be considered. Required
- 7+ years managerial experience with progressive responsibility in a coal fired power plant. Required
- 4 years Supervisory experience. Required
- Demonstrated proficiency with Microsoft Office Suite. (High proficiency)
- Experience with CMMS software (Maximo, preferred). (Medium proficiency)
- Demonstrated thorough understanding and knowledge of coal fired power plant controls, tools, and equipment, and the procedures necessary to operate and maintain the facility. (High proficiency)
- Ability to analyze plant operations and develop strategies to improve operational efficiency. (High proficiency)
- Ability to analyze complex problems and develop and implement solutions. (High proficiency)
- Demonstrated extensive knowledge of the power generation industry. (High proficiency)
- Demonstrated extensive knowledge and proficiency in developing projects including job development and cost estimating. (High proficiency)
- Demonstrated working knowledge of regulatory requirements, especially as they are dictated by EPA, OSHA, ADEC, Regulatory Commission of Alaska and other agencies. (High proficiency)
- Ability to effectively communicate in writing, in person, over the phone, and video. (Medium proficiency)
- Ability to develop and implement a reporting mechanism to keep senior managers advised of utility operations at the site. (Medium proficiency)
