Main Purpose of Job
The Maryland Public Service Commission (PSC) is an independent agency responsible for regulating public utilities (gas, electric, telephone, water, and sewage disposal companies) and certain passenger transportation companies in Maryland. The PSC ensures that Maryland residents and businesses have access to safe, reliable, and economic utility services. Our work involves setting just and reasonable rates, overseeing utility operations, promoting energy efficiency, and fostering a regulatory environment that supports innovation while protecting consumers and advancing Maryland's ambitious clean energy goals. The Energy Analysis and Planning Division plays a pivotal role in charting the course for Maryland's energy future. We are at the forefront of analyzing emerging energy trends, evaluating long-term energy resource issues, and assessing the economic and policy implications of new energy technologies and legislation. Our work directly supports the Commission in making informed decisions that impact energy affordability, grid reliability, and environmental sustainability for all Marylanders. The Maryland Public Service Commission has an exciting opportunity for a Regulatory Economist I within its Energy Analysis and Planning Division. This position will have a primary focus on Maryland's rapidly expanding offshore wind energy sector and other renewable resources. You will play a key role in reviewing and analyzing offshore wind applications and projects, particularly those falling under the landmark Promoting Offshore Wind Energy Resources Act of 2023 (POWER Act). This is a unique chance to contribute to one of the most significant clean energy initiatives in the state, performing vital economic and regulatory analyses, preparing testimony, conducting in-depth policy analyses, and undertaking critical projects and studies for the Commission's consideration.
POSITION DUTIES
- Program, Policy Evaluation & Analysis. Identify issues that may be of Commission's interest
and discuss with supervisor in connection with the POWER Act (approved and proposed).
After supervisor approves further action, collect data and conduct analyses/evaluations of the
issue(s) and make recommendations for the supervisor's, and subsequently, the
Commission's review.
- Analyze, prepare, and recommend action on bucksheet
assignments. Prepare written and oral testimony for hearings before the Public Service
Commission. Testify in hearings before the Public Service Commission.
- Participate in meetings, as assigned, with state and federal government agencies
(e.g., FERC), utilities, consultants, and interested parties on matters pertaining to energy policy
development, specifically off shore wind activities. Discuss issues with supervisor and provide
reports with recommendations for the Commission's review on such activities as they may
affect the customers in Maryland.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Experience: Four years of experience performing utility, energy policy, economic or econometrically-based analysis.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree in Economics, Engineering, Business, Finance, Accounting, Statistics or Mathematics from an accredited college or university for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in accounting classification or accounting specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Demonstrated interest or experience in the energy sector, particularly in areas such
as:
- Offshore wind project development, economics, or policy.
- Transmission planning and analysis.
- Wholesale electricity markets (e.g., PJM).
- Renewable energy policy and integration.
- Energy efficiency and demand response programs.
- Strong quantitative, analytical, and problem-solving skills.
- Excellent written and oral communication skills, with the ability to convey complex
information clearly and persuasively to diverse audiences.
- Proficiency in economic theory (microeconomics, industrial organization, regulatory
economics) and its application.
- Experience with statistical analysis, econometrics, and economic modeling
software.
- Sound professional judgment and a commitment to ethical public service.
- Relevant professional experience in economic analysis, preferably in the energy
sector, utility regulation, or a related field.
- Proven ability to work independently and as part of a collaborative team.
- Familiarity with legislative and regulatory processes.
- A graduate degree in a relevant field is a plus.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
