The Rotating Equipment Engineering Lead is a supervisory position over a small team of engineers and specialists within the Technical Services Department's Reliability Engineering Group. This position supports the safe and reliable operation of rotating equipment within an oil refinery with specific responsibility for rotating equipment.

Responsibilities may include:
  • Develop and continuously improve the rotating equipment team through coaching and mentoring, benchmarking inside and outside the company, and setting challenging goals
  • Apply rotating equipment technical expertise to support maintenance, operations, projects, turnarounds, and other mechanical integrity activities
  • Participates in and promotes all aspects of the refinery safety program. Visibly demonstrates commitment to the workplace safety and health of employees and contractors through personal engagement and sound decisions
  • Complies with all refinery site and corporate personal safety requirements, policies, and the mechanical integrity program
  • Routinely communicate the status and condition of equipment
  • Communicate and manage to resolution, emerging high-risk pump, and compressor issues
  • Provides Technical support during in-plant and off-site repairs/rebuilds of refinery rotating equipment
  • Provides technical support, troubleshooting, training, and maintenance support for all rotating equipment applications
  • Specifies new equipment for purchase as needed in accordance with API, Phillips 66 Refining Engineering Practices (REP), and P66 Required Standards
  • Provide technical support for the vibration monitoring program and GE/Bently Nevada 3500 Protection/System 1 Performance Monitoring systems
  • Actively involved with operations and maintenance planning groups in scheduling equipment repairs
  • Developing, executing, and sustaining an effective preventive/predictive maintenance program for rotating equipment
  • Monitors history and condition of rotating equipment to determine and prioritize major maintenance scopes and requirements, including obsolescence aspects. Provide business case justifications as required to support required budgeting and timings
  • Participates in corporate Rotating Equipment Network efforts for knowledge sharing, developing best practices, and reviewing REP standards
  • Leads root cause failure investigations for rotating equipment
  • Develop scope of repairs for major maintenance and ensure high standards of QA/QC
  • Participates in expense and capital budget development. Actively promotes cost control and budget awareness within the team
  • Complete PSM requirements for rotating equipment such as PHA's, MOC's, PSI updates, etc.
  • Overseeing of equipment criticality ranking and 'bad actor list' and developing/implementing projects to improve reliability
  • Long range planning and scope development of major rotating equipment

Required Qualifications:
  • Legally authorized to work in the job posting country
  • Willing and able to obtain a Transportation Worker Identification Card (TWIC)
  • Possess a valid Driver's License
  • Bachelor's Degree in Engineering or related field of study
  • 8 or more years of experience in maintenance and/or engineering in the refining, chemical, or petrochemical industry
  • 4 or more years of experience with rotating machinery
  • 4 or more years of experience with vibration analysis, trouble shooting performance analysis, performance condition monitoring programs, and centrifugal and reciprocating compressors
  • Willing and able to perform and comply with the following:
    • 5% travel
    • Respond to refinery emergencies during off-hours
    • Climb ladders and stairs up to 200 feet in height
    • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)

Preferred Qualifications:
  • Advanced degree in engineering
  • 10 or more years of experience as a Rotating Equipment Engineer/Specialist in the refining, chemical, or petrochemical industry
  • Working knowledge of API and PIP Rotating Equipment Standards
  • Direct experience with new equipment installation and commissioning
  • Trained in Root Cause Failure Analysis or Latent Cause Analysis techniques

The Ferndale Refinery is located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.

Compensation

The base pay range for this role is $137,700 - $181,700 depending on a candidate's relevant work experience and education.
