General Description

Performs difficult advanced technical work overseeing, planning, directing, and supervising the installation, maintenance, repair, and operation of the City's gas distribution system and the maintenance of all required records, handling citizen service requests and complaints, ensuring departmental compliance with all safety regulations, and related work as apparent or assigned. Work is performed under the general direction of the Director of Energy Services. Divisional supervision is exercised over all personnel within the division.
Essential Functions

  • Oversees the duties of Natural Gas Technician IV and the Natural Gas Supervisors.
  • Oversees and supervises the installation, maintenance, repair, cathodic protection, corrosion control, and all general gas system operational matters for division personnel and contractors to ensure the safe operation of the gas distribution system.
  • Oversees and participates in training division personnel; plans and schedules personnel for schools, training sessions and meetings.
  • Supervises, assigns, directs and inspects the work of staff; evaluates staff performance; disciplines, coaches, and counsels staff; develops staff schedules and maintains time sheets.
  • Responds to natural gas emergencies and assumes command of gas department personnel; supervise personnel to ensure that leaks are contained in a manner that is safe for personnel and the general public; coordinates with fire department personnel.
  • Ensures compliance with all Federal and State regulations for the gas distribution system; ensures federally mandated deadlines are met.
  • Participates in annual NCUC inspections for general operations and distribution integrity management; prepares records for inspections as necessary.
  • Participates in meetings to review distribution integrity management plan and operations and maintenance manual; implements any changes to the plan as necessary in the field.
  • Reviews plans for line relocations, new installations, and line replacements; recommends changes to staff as necessary.
  • Oversees customer service for the gas department; meets with customers to discuss customer service matters.
  • Investigates complaints and trouble calls; recommends action; communicates department policies and procedures to citizens;
  • Designs commercial meter sets; participates in the design of large industrial meter sets with staff and engineers.
  • Assists in the preparation of the division budget and capital improvement budget; monitors expenditures.
  • Orders equipment, tools, and materials.
  • Coordinates with other City departments and outside agencies.
  • Recognizes abnormal operating conditions (AOC) on tasks being performed and recommends corrective action.
  • May be required to work outside normal working hours in an emergency situations.

Typical Qualifications

High school diploma or GED and extensive experience in the maintenance and operation of a natural gas distribution system including cathodic protection and corrosion control and supervisory experience, or equivalent combination of education and experience. Maintain Operator Qualification requirements as defined for Natural Gas Technician IV. Completion of Supervisory Training as available. Maintain excavation, trenching and shoring, flagging, and competent person trenching and shoring training. Valid driver's license in the State of North Carolina.

Comprehensive knowledge of the safe methods and practices used in constructing and maintaining gas lines and appurtenances; comprehensive knowledge of the equipment and materials used in the construction and maintenance of gas lines; comprehensive knowledge of the City engineering standards and specifications related to gas system installation methods and materials; comprehensive knowledge of municipal gas service policies and procedures; comprehensive knowledge of Federal, State, and local laws pertaining to gas distribution; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to plan and supervise the work of subordinates; ability to deal courteously and effectively with the public; ability to establish and maintain effective working relationships with consultants, engineers; regulators (PHMSA, NCUC), vendors, Fire and Police departments, and the general public.
