POSITION SUMMARY
The incumbent is responsible for the project management of the of the NEOM Green Hydrogen Elements Project. This project is defined as the EPC-Delivery of:
General Site wide Project Administration
Temporary Site Facilities and offices
EHS supplies and services for construction/commissioning
Site Material Management / Laydown and warehousing
Temporary Utilities (water, power, etc) for the EPC phase
Accomadation camp for the employees and sub-contractor personnel
Temporary IT and ITES supplies and services
Temporary security infrastructure and operations at the site
Sub-Contracts coordination associated to the above scope
This project is part of the largest and most complex capital project for Air Products. It will be the first industrial-scale mega project providing a green energy carrier around the world to contribute to the decarbonization of the industry. The high criticality of the project is derived from the size and complexity of a grass-routes facility project, and the strategic element as basic infrastructure to the NEOM Green Hydrogen project, which is time critical. Accountability includes tactical and day to day site operational matters associated with project execution.
The incumbent must possess project management skills and knowledge, along with excellent communication and influencing skills. The role requires significant interactions across multiple disciplines of the project task force organization to ensure effective coordination. The incumbent also interfaces with project home office team as required. The project is executed utilizing global capabilities, necessitating a robust cross-cultural competency.
PRINCIPAL ACCOUNTABILITIES
Implement the project execution strategies for the EPC scope of General Site Project administration scope aligned with the overall strategy of NEOM Green Hydrogen Project.
Oversight and direction of all project execution activities, including cost, schedule, execution risks, quality,safety and plant performance associated with the project assigned.
Overall management of all aspects of the project performed by Air Products, including work done within Global Engineering and Manufacturing and Procurement.
Perform Hold Point Checks (determine measures to be taken against risks, HSE requirements
Project administration of the vendors, equipment vendors, sub-contractors and the associated change management processes
Liaise with Cost Engineer to track the weekly and monthly actual expenses booked to the project and review/analyse the reports from Project controls, and facilitate and coordinate the cost forecast meetings with associated functional leads
Monitor engineering, EHS, Security, Site Procurement, Sub-Contract administration, Quality, and project progress, paying attention to the coordination of expense and efforts
Anticipate and proactively engage with the functional leads of the project area to identify new risks and facilitate the risk mitigation plans and track their implementation
Maintain a safe work environment and support corporate and organizational safety goals in the office, with suppliers, and with sub-contractors.
Ensure pro project change management procedures are followed mitigation plans are developed and coordinated for implements. Identify, escalate and coordinate to resolve project issues, concerns engaging with internal and external stakeholders.
Lead and facilitate objective and recurring meetings with the project team with agenda; associated coordination; follow up meeting action items with the action owners, track the status and update the close-outs.
JOB LOCATION AND TIMELINE
The job location will be at NEOM Project Site, and the role is expected to stay until the substantial completion of the project and handover to customer i.e. end of 2026.
EDUCATION AND EXPERIENCE
Graduate / Post Graduate in Engineering ( mechanical / civil / electrical / instrumentation)
Minimum 10 years of site construction or project management experience
Excellent organizational skills
Self-motivated, pro-active individual who can work independently as individual contributor and also has the ability to influence the functional leads associated with the project
Hands on experience on cost/budget control and forecasting activities
Ability to analyse and build robust data sets / information that are required for project schedule and cost analysis
Risk Management and facilitating the mitigation plans with the risk owners and the key stakeholders
Experience in final hand-over to customer and project close-out phase is essential
Strong, proactive leadership qualities who can overcome obstacles through building successful stakeholder relationships.
Sub-Contractor administration, and facilitating procurement process as project manager
Experience in pre-commissioning, commissioning and start-up phase of a process technology project
Excellent written and verbal communication skills.
Excellent presentation skills to subordinate and senior management audiences.
Ability to clearly establish and articulate objectives and expectations.
Field Experience required.
Engineering background experience is required.
Certification in Project Management is an added advantage
Familiarity with directing site Contractors
