Operational Support:
Provide day-to-day operational support for Employee Engagement (EE) / Workforce Operations (WO). This includes, but is not limited to:
Employee Engagement Program Development:
Support of the formulation of EE program strategy and development of plans for new programs, including, but not limited to, the implementation of departmental and Agency DEIA strategic plans. Program development including, but not limited to:
Process Improvement:
Support of EE operational support and program development through the full range of activities, including, but not limited to:
Communication Support:
Design, development, implementation, and evaluation of communications that support EE programs, including, but not limited to:

Operational Support:
Provide day-to-day operational support for Employee Engagement (EE) / Workforce Operations (WO). This includes, but is not limited to:
- Management of the Cyber Ranger program (support of a new, onboarding cohort every two weeks)
- Support of Cybersecurity Division (CSD) interns
- Support of the monthly WO All Hands
- Support, coordination, and execution of CSD Leadership Circles, CSD Leadership Connections, and other events
- Prepare materials that support participation in speaking events, briefings, panels, and program reporting and amplification (e.g., topical white papers, responses to requests for information)
- Creation, management, and analysis of surveys as needed.
Employee Engagement Program Development:
Support of the formulation of EE program strategy and development of plans for new programs, including, but not limited to, the implementation of departmental and Agency DEIA strategic plans. Program development including, but not limited to:
- Development of new EE programs and initiatives to support EE goals and mission
- Gap analyses of existing EE programs
- Analysis of the full range of EE Data (e.g., survey data)
- Develop documentation, templates, and operating procedures for the standardization and management of EE initiatives, programs, and activities
- Design, development, implementation, and evaluation of EE Action Plans and Strategic Plans
- Evaluation of EE programs for lessons learned and best practices
- Analysis of EE-related policies (e.g., DEIA-related Executive Orders) for their impact on EE programs and actions, as well as the design, development, implementation, and evaluation of steps to be taken/having been taken by EE in consequence
- Support of the design, development, implementation, and evaluation of programs accessible at the CISA Agency level, CSD Division level, and CSD Subdivision level
- Coordination of all efforts with applicable stakeholders
- Analysis of industry best practices (e.g., private sector vs. federal government employee engagement programs, overcoming burnout to create resilient teams, high-performing teams, leadership best practices, shifting from managing to leading, supporting supervisors to create cultural change within their teams, technology - tools to support employee engagement) to determine those that can be adopted by CSD followed by the design, development, implementation, and evaluation of same.
Process Improvement:
Support of EE operational support and program development through the full range of activities, including, but not limited to:
- Data-driven decision making
- Updating of EE SharePoint Site and SOPs
- Enhance marketing and messaging of EE offerings, topics of interest, and activity to expand on outreach to employees, developing content for leadership talking points, websites, podcast or video episodes, workshops, etc.
- Independently identifying areas of improvement and providing recommendations for possible solutions in EE programs, events, documents, and other forums or media to support the maturity of EE.
Communication Support:
Design, development, implementation, and evaluation of communications that support EE programs, including, but not limited to:
- Leadership Messaging
- SharePoint Announcements
- Strategic and tactical communications.
Required Experience:
- Previous experience in developing employee engagement programs for Fortune 500 companies, including, but not limited to, diversity, equity, inclusion, and accessibility programs.
- Competence, understanding, and experience in employing empathy with teammates and in work
- Strong written and oral communication skills
Desired Skills:
- Strong ability to collaborate and operate as team player.
- Ability to build and nurture strategic working relationships.
- Highly motivated to identify ways to add value to products and materials, and to troubleshoot challenges.
- Skilled in preparing and delivering status updates on fast-moving projects with little direction.
