We are seeking an experienced consultant to support the Maritime Administration (MARAD). The candidate will provide oversight of ship operations functions for the National Defense Reserve Fleet (NDRF) and Ready Reserve Force (RRF). He/She will support MARAD with program management activities related to pier operations. The ideal candidate is a team player, critical thinker, and problem solver that enjoys working in a collaborative environment.

What You Will Do:
  • Provide direct management and oversight of port operators (electrical, water, trash, etc.).
  • Understand contractual obligations and ensure compliance with the key activities of operator's contracts. This includes ensuring operators are delivering quality support within schedule, scope, and budget.
  • Ability to communicate clear and concise directions that are maritime related with contractors.
  • Ability to develop detailed cost analyses based on your understanding of MARAD's needs.
  • Process contractor invoices for payment in MARAD's systems.
  • Collaborate with MARAD representatives to understand their needs and draft statements of work for maritime port operations.
  • Conduct briefings and develop reports using Microsoft Office tools.
  • Maintain a positive working environment and can-do attitude to foster productive and healthy team and client relationships.
  • Provide general support to MARAD, as needed.

What You Will Need:

Education and Experience
  • Bachelor's degree preferred, or equivalent work experience in related area
  • 3+ years in port operations, shipping or maritime

Knowledge, Skills, and Abilities
  • Strong understanding of maritime port operations
  • Understanding of MARAD's regulatory authority and responsibilities
  • Understanding of vessel operations in specific terminal locations
  • Working knowledge of stowage and terminal operations
  • Ability to work independently and strong knowledge of MS Teams
  • Prior experience in port-related management and/or marine operations preferred
  • Strong proficiency in Microsoft Office applications
  • Financial background including ability to create and analyze data
  • Reliable, client-focused, and capable of working productively under normal supervision with demanding timelines
  • Assume ownership of projects and can prioritize assignments based on client needs
  • Must be a U.S. Citizen with the ability to obtain or maintain a U.S. security clearance
