The HSE Manager’s main responsibilities are:
- Implement a worksite HSE plan, preparing and issuing to all site personnel a site HSE booklet or card noting the main safety requirements, or ensuring the same is provided by the EPC Contractor.
- Review the EPC Contractor’s working method statements and risk assessments as and when required, assisting field and area superintendents and others.
- Ensure that the EPC Contractor establishes a programme of HSE Audits and Inspections.
- Implement and maintain monthly HSE audits of the total site and temporary facilities and monthly HSE audits of the EPC Contractor.
- Ensure any unsafe work practices which are likely to cause accidents or are injurious to health or are non-compliant with National regulations are stopped and brought to the attention of the appropriate EPC Contractor.
- Ensure that facilities and, as appropriate, training are provided by the EPC Contractor for:
– First aid
– Fire
– Security
- Ensure emergency procedures are established for Client and Technip staff and all personnel are aware of procedures and emergency assembly points. Ensure that the EPC Contractor has equivalent procedures and the facilities necessary to undertake the procedures.
- Prepare and conduct site HSE induction courses for Client and Technip site personnel and ensure the EPC Contractor performs induction courses for their own personnel.
- Arrange and chair regular site safety committee meetings.
- Enable field supervision to better monitor the EPC Contractor’s HSE performance by conducting training sessions and holding discussions with them on safety matters such as:
– Safety performance
– Legislation
– Permits to work
– Environmental matters.
- Monitor and ensure that the EPC Contractor makes all site HSE equipment available, in good condition and in sufficient quantities, for the labour force.
- Prior to purchase ensure that all safety equipment complies with the Client’s or Technip’s standards and any applicable National specifications.
- Ensure that the EPC Contractor prepares a monthly HSE report including accident and incident statistics for review by the Project Director and respective corporate management.
- Ensure that the EPC Contractor is subjecting all tools and equipment to regular inspection and certification where applicable and that maintenance schedules are in place.
- Review the EPC Contractor’s procedures and practice relating to hazardous waste disposal, so that they comply with legislation. Ensure that the procedures are followed without exception.
- Be fully familiar with:
- The EPC Contractor’s methods of construction and HSE procedures.
- Technip’s and the EPC Contractor’s HSE requirements.
Minimum of 15 years’ experience including design office and site experience gained with an EPC Contractor.
Must have:
- HSE management experience of PMC projects
- HSE management experience on large EPC projects
- Must hold CMIOSH or be working towards it
- An engineering degree from an accredited university
