We are looking for an experienced LNG Marine Superintendent to manage technical and operational support to our client’s Liquified Natural Gas (LNG) and Ethane (LPG) activities in North & South America. Additionally, this position will also assist the Commercial Divisions in Tokyo, London and various other Ship Management Companies worldwide as detailed in the main duties.

Responsibilities:

  • To be involved in commercial, operational and assurance support for company LNG & Ethane fleet ships visiting North & South American ports. 
  • Delegate and/or manage ship visit calls to attend company LNG & LPG vessels calling North & South American ports as required. 
  • Monitor close inspection and progress reports; manage accountability of assets calling Americas in close cooperation with technical teams in London and Tokyo. 
  • Comply with company’s health & safety, security & environment (HSSE) framework and applicable maritime standards and policies, including the company's management and quality policies as instructed by the various ship managers. 
  • Monitor and disseminate the impact of new U.S. regulations and industry legislations to various stakeholders and support safe operations of fleet whilst in U.S. waters and terminals. 
  • Manage relationships with internal and external contacts including; Terminal Operators, LNG & LPG technical managers, Officers and Crew of owned vessels, chartering and commercial teams, government and regulatory authorities, optimization and shipping business groups, and support service providers.
  • As required, maintain Oil Companies International Marine Forum (OCIMF) SIRE accreditation (Ship Inspection Report Program to ensure all vetting related activities on LNG & Ethane fleet vessels calling U.S. are aligned with company's Marine assurance requirements, chartering entities/oil major requirements and company's HSSE value added framework. 
  • Represent the company in OCIMF, Society of International Gas Tanker and Terminal Operators (SIGTTO) and International Association of Independent Tank Owners (INTERTANKO) vetting forums and regional panels. 
  • Conduct and certify cargo quality and quantity calculations as required and complete associated paperwork. 
  • Manage and control formal and/or informal inspection of the condition and operational quality and safety of company's owned and time-chartered LNG fleet employed in transportation for business activities in U.S. as requested by either the appropriate Commercial or Ship Management Organization from global offices. 
  • Recommend, as requested, risk-based assurance strategies to provide global assurance guidance for ships/terminals to meet industry, regulatory and company's requirements, providing expert opinion in the inspection findings.  Make recommendations on corrective and preventive actions. 
  • Support company's Operational & Technical activities in Americas. 
  • Support the Houston office in day-to-day administrative operations
  • Other responsibilities as required. 

Qualifications

  • Masters (unlimited) Certificate of competency license with liquefied natural gas dangerous cargo endorsements. 
  • OCIMF SIRE category 1 accredited inspector (Strongly preferred)
  • OCIMF OVID accredited inspector (may not be current)
  • Appropriate Professional Training (Train the Trainer) for a senior person in the maritime industry
  • Strong background in Marine assurance and/or formal business certification (Strongly preferred)
  • Must have sailed as Master on Gas carriers (LNG and/or LPG)
  • Must have sailed as Chief Officer on large gas carriers (LNG and/or LPG)
  • Extensive knowledge of large gas carrier (LNG & LPG) technical & commercial operations required. 
  • Must possess working knowledge of Tanker Management Self-Assessment (TMSA), ISO, GIIGNL, and OCIMF/SIGTTO requirements. 
  • Proficient in use of SIRE, OVID, MTMSA & MTBLC criteria.
  • Knowledge of the following strongly preferred; Ship-to-Ship (STS) operations guidelines, Port Operations, Tug Operations, Ship-Shore compatibility, Terminal and Berthing operations, offshore regassification unit (FRSU), Maritime industry quality requirements. 
  • Previous shore-based experience with a shipping and/or oil/gas company in a technical/operational and/or assurance/vetting role required. 
  • Knowledge of project management requirements. 
  • Must possess a commanding understanding of LNG and LPG operations from both a shipboard and shore-based perspective. 
  • A team player outlook in a cross-cultural environment required. 
  • The desire to continually add to one's knowledge base and willingness to share and communicate that knowledge to colleagues and staff under development.
