JOB SUMMARY

This position will Plan, direct, and monitor all purchasing policies, procedures, and activities so that the goods, materials, supplies, and services the organization buys meet its standards of price, quality, timing, and reliability of supply. Evaluate and select suppliers.

PRIMARY RESPONSIBILITIES

• Manage and coordinate the activities of staff including training, employee development, performance evaluation, hiring decisions, and the establishment of goals and performance objectives for assigned department.
• Provide continual evaluation of department processes, methods, and activities to assure the most effective use of resources and equipment.
• Manage budget and expenditures.
• Responsible for all third-party negotiation and purchasing.
• Responsible for intercompany procurement through due process.
• Keep supplier surveys and metrics to ensure quality goods and integrity.
• Work closely with related departments to ensure on-time delivery of product and inventory at lowest cost.
• Develop, track, and publish supply chain management metrics.
• Randomly check purchasing operations to ensure procedures are being followed and specifications are being met.
• Perform other work-related tasks as assigned.
• Comply with all NOV Company, departmental and HSE procedures and policies.

FACILITY/GROUP SPECIFIC RESPONSIBILITIES

• Responsible for company's overall sourcing and Procurement strategies.
• Develop, implement, and manage fully integrated sourcing and procurement process that incorporates supplier negotiations and contracting, make vs buy decisions, capacity planning, scheduling, inventory control.
• Collaborate with Sales and Planning team to develop metrics for gauging inventory level needs and then maintaining those levels throughout the year.
• Manages processes, create efficiencies and cost controls using ERP systems and software effectively.
• Identify, develop strategies with existing and potential suppliers of goods and services to meet the company goals to achieve cost savings, quality, and delivery targets.
• Participate in annual standard cost roll process by performing market condition studies and benchmarking to anticipate price fluctuations.
• Analyze and implement corrective actions for all Purchase price and Job Closure variances outside the defined cost standards.
• Take the lead in creating profitable ways to manage obsolete and slow-moving stock to help offset losses.

EDUCATION & EXPERIENCE QUALIFICATIONS

• Bachelor's degree with emphasis in engineering or business administration.
• Minimum 5 years of experience in Manager Role
• APICS or relevant certification preferred

• Propose improvements to the current purchasing system that will improve vendor relationships and lower the cost of doing business.

TECHNICAL COMPETENCIES

• Good Exposure with sourcing and procurement of Forging, Casting, machining commodities.
• Proficient in use of Microsoft Office suite of products.
• Experience with using MRP systems, such as Glovia or Oracle, including generating reports from ERP systems.
• Experience with Oil and Gas Products is preferred.
