Area Head (PC Planning & Scheduling)

We are looking for an Area Head (PC Planning & Scheduling) for our client who is a major provider of oil refining and petrochemical production services.
This role is based in Malaysia.

Job Purpose
Steer and drive effective execution of short, medium and long term operational plans, strategies and initiatives, within petrochemical complex encompassing Polymers (LLDPE, HDPE and PP) and Glycols (MEG, DEG and TEG) plants to fulfill customers’ order, meet asset utilization targets and achieve lowest possible total cost to serve with the aim to maximize profitability and to achieve optimum product availability.

Key Accountabilities
1)         Production Planning & Scheduling
Strategise and provide direction for the overall short, medium and long term Petrochemical Complex production plans and endorse executable plans and scheduling for Production Planning and Optimisation Committee approval by optimising the schedule based on integration of various inputs from collaboration with internal and company entities on operational constraints, market demands and supply outlook, logistic availability and economics impact in ensuring the overall complex production plan, schedule and profit are optimized  as well as fulfilling customers’ requirement and business unit targets.
2)            Feedstock & Petrochemical Product Inventory Management
Formulate and lead the maximum monetization strategy of inventory by optimising feedstock and petrochemical product via inventory management reporting, integrating procurement plan of hydrocarbon feedstock with lifting plan for intermediate and finished product including enhancement initiatives and lead the development of policy for overall Petrochemical Complex inventory management in order to achieve seamless operations, business sustainability and reliability.
3)            Intra-Plant Integration
Strategize and lead timely and effective resolution of operational, strategic conflicts and deviations within the four (4) plants in the Petrochemical Complex by providing direction and lead the decision making in finalization of product allocation and prioritization as per Allocation & Deviation Principles with relevant parties i.e. ARAMCO, PCML and develop potential deviation analysis i.e. what if scenarios with mitigations to ensure minimal disruption to the petrochemical complex operations and minimal interruption during fulfillment of customers’ requirements. 
4)            PC Representative & Secretariat in Production Planning Optimisation Committee (PPOC)
Act as Company representative and Petrochemical secretariat to lead and drive syndication and negotiation with internal and external parties in handling dispute from feedstock availability until product lifting and ensure compliance to Production Rule Book (PRB) and IORG by all parties in day to day operations as well as supporting the operationalization of existing contract and agreement
5)            Performance Reporting (Scheduling Model & Data Integrity)
Formulate and develop strategy for Petrochemical plants scheduling model and data management by establishing an effective corrective and validation methods to ensure accountability and information transmitted to internal/external users/systems are accurate and reliable whilst adhering to standards, guidelines and best practices on model maintenance and data integrity assurance in order to promotem scheduling model and data integrity and accuracy for operational and business performance reporting as well as facilitate informed decision making.
  
Qualification & Experience

  • Bachelor in Engineering (preferably in Chemical or others equivalent), Business Administration, and/or Finance and Accounting,
  • 20 years’ operating experience in the petroleum industry with minimum of 10 years of working experience at managerial level, preferably with minimum 3 years technical working experience at a petrochemical plant,
  • Minimum 5 years’ exposure either in production planning and/or scheduling, marketing, sales and/or supply chain related areas such as logistics e.g. warehousing, forwarding, haulage and shipping, customer and/or vendor management, inventory management, and Just-In Time (JIT) practices,
  • In depth knowledge of the various facets of the petroleum, financial industry and working appreciation of the role and orientation of top management.
