Project Procurement Manager

We are seeking a Project Procurement Manager to join our team. As a member of the Project Management Team (PMT), you will be responsible for managing all procurement activities in the assigned project. You will be supported by GSP members who are responsible for the good and timely performance of their respective scope in line with PPM directives.

The role will require close collaboration with various internal stakeholders, including PMT, Engineering, Planning, Cost Control, Contract Manager, Construction, Tendering teams, GSP (Global, Sourcing & Procurement) Teams, and Functional Management (QHSES, Finance, etc.). The successful candidate will also interact with external stakeholders such as the client, project management contractor, suppliers, subcontractors, and any other third parties associated with the project.

Responsibilities

• Coordinating and synchronizing all procurement activities performed by the Procurement Department for the Project.
• Analyzing and commenting on the Project Master Vendor List.
• Preparing (with the procurement Discipline Manager) the Project Vendor List based on the contractual Vendor List and Company approved Vendor Lists.
• Supervising and harmonizing all activities among assigned Buyers, Expediter Coordinator(s), and Shipping Coordinator(s).
• Strictly implementing all Project policies, procedures, schedules, and guidelines defined by the Contract and by the PM in Procurement Department activities.
• Monitoring all phases related to the call for bids.
• Ensuring that the formal order is forwarded to the selected Vendor.
• Notifying unsuccessful Bidders.
• Obtaining from selected Vendors the Purchase Order signed for acceptance, including relevant attachments.
• Collecting, consolidating, verifying, and validating all reports on Project procurement status (Material Requisition) Status, Detailed Procurement Schedule for each section, Payment Schedule, etc.).
• Optimizing the productivity of Procurement services (home office manhours).
• Fully complying with the approval process for all key procurement deliverables.
• Defining the policy to be followed for spare parts procurement.
• Controlling the proper respect of Procurement Procedures.
• Preparing and updating the list of pending matters with Vendors, from which order modifications can be originated.
• Coordinating all activities concerning penalty/Liquidated Damages notification and negotiations and back-charge negotiation.
• Monitoring the Procurement-to-Pay process.
• Managing Project Procurement Amount of <100 Million EUR.
• Handling Standard & Non-Complex Projects in terms of Client/End-User, Technological Experience, Execution schedule, Budget.

The ideal candidate should have the following qualifications:

• Technical/Economical Diploma.
• Fundamental working experience in Procurement activities (Purchasing and/or Expediting & Inspection and/or Shipping).
• Fluent knowledge of English language.
• Knowledge of Company IT Tools and Microsoft Office Software's.
• Deep knowledge of Procurement Procedures.
• Availability to attend Job Construction sites and worldwide as needed.
• Negotiation skills.
