POSITION PURPOSE:

To provide leadership and coordination and to oversee, and manage the NDoH - Health Services Standards & Compliance Functions of NDoH compliant to all prescribed policies, standards, laws and regulations.

As mandated by the National Health Administration Act 1997 and translated through the National Health Plan 2021to 2030 and National Health Services Standards 2021to 2030, the Executive Manager Health Services Standards & Compliance Division lead and manages the division functions of health facility, curative and workforce and pharmaceutical services standards to ensure safe and quality healthcare facilities for the delivery of clinical and public health services in both public and private health care facilities towards achieving the ultimate objective of Clinical Governance. The position reports directly to the Deputy Secretary National Health Standards and Compliance.

DIMENSION:

  • Executive Health Services Standards & Compliance is responsible for the overall leadership, performance, and general oversight of all personnel and operations under each of the branches under the Health Services Standards & Compliance Division that includes:


- Health Facilities Standards Services Branch

- Workforce Standards & Accreditation Branch

- Curative Standards and Audit Branch

- Pharmaceutical Services Standards Branch

  • Responsible for the overarching implementation and execution of the National Health Department National Health Services Standards, ensuring compliance to the National Health Administration Act, Public Service Management Act and related mandatory Acts & Regulations.
  • Facilitate overall Management of health services standards and compliance.
  • Ensure Health Services Standards regulatory compliance and mandatory reporting to the government and key stakeholders.
  • Maintain regular dialogue with all stakeholders and partners concerning divisional program areas.
  • Provide high level technical support to SEM, Secretary, Minister, Government when required


PRINCIPAL KEY ACCOUNTABILITIES:

  1. Executive Manager - Health Services Standards & Compliance Division is accountable to the Secretary through the Deputy Secretary -NHS&C for developing, implementing, and reporting on all 4 program functions and responsibilities under his leadership including new reforms instituted to improve Health Services Standards regulatory compliance and service delivery.
  2. Executive Manager Health Services Standards & Compliance is accountable and responsible for leading and providing subordinate managers with unambiguous direction on the standards of behavior, conduct and performance, including divisional capacity, staff development and assets management.
