About the job:

Reporting to the Project Manager, the Site Engineering Manager has a thorough in-depth knowledge of project execution and will manage a team of technical services discipline engineers and field engineering coordinators in their work. They collaborate with Commissioning and Construction Site Managers to ensure the execution of commissioning & construction deliverables are adhered to per contract requirements. Also collaborates with Commissioning & Construction Superintendents/Leads to monitor and or advise on the execution of Systems Completion activities.

Duties:
  • Manage a team of three to five individuals on all technical services scope (discipline engineers, field engineering coordinators).
  • This position requires complete comprehension of the overall life cycle of a project and each phase from Engineering, Construction, Commissioning & Turnover.
  • Responsibilities include reading, analyzing, and interpreting engineering documents & drawings, technical procedures & specifications, government regulations, business correspondences and technical manuals. Has the ability to write reports, business correspondences, and procedures.
  • Ability to train and coordinate all Technical Services Specialists assigned to the project in construction/ & commissioning methodology.
  • Coordinate assigned work with client, engineering disciplines, construction disciplines, commissioning disciplines and other contractors & vendors.
  • Ensure work complies with drawings and specifications by maintaining communication with Engineering, Estimating, Planning, and the Scheduling departments.
  • Ability to determine the required resources for construction & commissioning activities (i.e. stakeholders, temporary facilities, equipment, temporary power, etc.)
  • Advanced ability to understand and discuss technical issues pertaining to all crafts and can relay information for engineering.
  • Able to verify reports for accuracy before approval and distribution.
  • Ability to evaluate project discrepancies & questions and reports information utilizing the RFI system.
  • Coaches' peers on the RFI process and the utilization of RFI system.
  • Evaluates RFI submittals to reject, respond, or forward the inquiry.
  • Recommends proposed solutions to the RFI submittals with proper approvals.
  • Ensure supporting documents are adequate (e.g., pictures, drawings, redlines, etc.).
  • Understands the construction project's scope of work and reviews information that will be used to classify and assess potential impacts to the project.
  • Oversee development of Field Installation Work Packages, Test Packages and Turnover/Handover Packages as needed.
  • Discuss and modify estimated labor hours & costs, material quantity & costs, equipment costs and subcontracted costs that will be needed to complete project with all stakeholders (e.g., Craft Supt., Subcontract Manager, Engineering, Vendors, etc.). Verification of all costs with project controls.
  • Investigate and document all vendor back charge issues.
  • Supervise the distribution of drawings, specifications, and the maintenance of revision control.
  • Advanced understanding of system definitions and process control narratives.
  • Ability to provide direction for hydrostatic testing programs and assist in walking systems during system turnover.
  • Understand the Customer's start-up requirements to support their plan.
  • Able to populate the system tracker (Smart Completions) from the project system definitions.
  • Ensures that systems are ready for client walk (e.g., pre-walk systems).
  • Able to walk systems with the client.
  • Keeps track of exceptions resulting from system walks and drives them to completion.
  • Perform additional assignments per project manager's direction.
  • Develops or uses systems to organize and keep track of information (e.g., "to-do" lists, appointment calendars, follow-up file systems).
  • Keeps clear, detailed records of activities related to accomplishing stated objectives.
  • Understands a systemized approach to project completions and is able to lead and guide discipline construction & commissioning engineers in systemized project completion.
  • Be able to raise & authorize site instructions to facilitate and assign additional work discovered during site surveillance activities and system walkdowns.
  • Understands the process of mechanical completion, static commissioning, dynamic commissioning & system turnover workflows.


Your knowledge/skills, education, and experience: Qualification/ Certification:
  • College/university degree in a major engineering discipline and 15+ years of Project Completion and Operations experience.
  • Established track record in leading large teams through Mechanical Completion, Commissioning, Start Up and initial plant operations.
  • Advanced understanding of technical documentation, document control, technical specification management and management of change.
  • Advanced understanding of Microsoft Excel, Bluebeam, and 3D design review software.
  • Able to read and understand system process definitions and P&IDs/SLDs etc.
  • Ability to identify and define test packages from system definitions, P&IDs and collate associated documentation to support package development.
  • Ability to effectively communicate with client, engineering disciplines, construction disciplines, and other contractors.
  • Ability to read, analyze and interpret engineering design drawings, technical procedures and specifications, government regulations, business correspondence and technical manuals.
  • Ability to communicate directions effectively, verbally to others and respond to questions from clients, managers, and all levels of construction personnel.
Skills Requirement:
  • Good understanding of Delta V control, Fire and Gas & SIS systems.
  • Proven strong technical skills in discipline subject matter.
  • In-depth knowledge of Project Completion standards, specifications, codes, and appropriate safety criteria.
  • Strong understanding of Project execution, Engineering, Construction, Commissioning & Completion practices.
  • Demonstrated management and organizational ability across diverse teams on a large project.
  • Strong understanding of work planning, scheduling and tracking.
  • Demonstrated work ethic with delivery focus with strong organizational ability.
  • Approaches challenging tasks with a "can-do" attitude and has faith in one's own abilities to accomplish goals.
  • Remains calm under pressure and can effectively handles several problems or tasks at once.
  • Working knowledge of project permitting.

Communication:
  • Read, write, and speak English fluently, especially as required to function effectively within a project team and to communicate with project management, contractors, and subcontractors.
  • Accurate and concise in all communication.

Core Competencies:
  • Must be able to work under pressure to meet deadlines.
  • Must be able to work with the team in developing improved work processes for the department.
