The Jazan IGCC is the world’s largest IGCC and ASU facility producing 2100 MMSCFD syngas, 18,000 MT/Day Oxygen and 4 Gigawatts of power. Facilities and assets include residue gasification, acid gas clean up (Rectisol), soot ash recovery, Sulphur recovery (Claus & Scot), combined cycle power plants, materials handling systems, hydrogen recovery, air separation, water utilities systems and wastewater treatment facilities.
The Role: Buyer
Requirements of the Role:
Bachelor's degree in Economics, Business Administration, Supply Chain Management, or a related field is a plus.
- Proven experience in subcontract management, contract negotiation, and vendor relationship management.
- Strong understanding of procurement processes, legal regulations, and compliance standards.
- Excellent negotiation, communication, and interpersonal skills.
- Analytical mindset with the ability to assess and mitigate risks effectively.
- Detail-oriented and highly organized with strong documentation skills.
- Ability to work collaboratively in a team environment and lead cross-functional initiatives.
- Proficiency in contract management software and Microsoft Office Suite.
- Minimum 10 years of relevant experience in a similar role.

Work Scope to be delivered:
As a Buyer, you will play a critical role in managing our company's procurement activities and ensuring effective collaboration with external vendors and suppliers. Your expertise will be instrumental in negotiating, drafting, and executing subcontract agreements, while ensuring compliance with company policies, legal regulations, and industry standards. Additionally, you will collaborate closely with cross-functional teams to support project success, maintain strong vendor relationships, and contribute to the overall efficiency of our procurement process.
PART 2: Candidate Requirements

Responsibilities:
1. Purchasing: Oversee the end-to-end subcontracting process, including identification, selection, and evaluation of subcontractors. Ensure that all contractual agreements align with project requirements and company standards.
2. Contract Negotiation: Skillfully negotiate contract terms and conditions to secure favorable agreements for the company. Collaborate with legal and procurement teams to review and finalize contracts.
3. Compliance: Ensure adherence to company policies, legal requirements, and industry regulations in all subcontracting activities. Mitigate potential risks and monitor subcontractors' compliance throughout the project lifecycle.
4. Vendor Relationship Management: Develop and maintain strong relationships with subcontractors and vendors. Foster open communication, address concerns, and resolve any issues that may arise during the project execution.
5. Cost Control: Collaborate with finance and project management teams to monitor subcontracting costs, track expenses, and implement cost-saving initiatives without compromising on quality or project deliverables.
6. Performance Evaluation: Assess subcontractors' performance based on key performance indicators (KPIs) and agreed-upon metrics. Provide feedback to subcontractors and initiate corrective actions when necessary.
7. Continuous Improvement: Identify opportunities for process enhancements and drive improvements in the subcontract management process. Implement best practices and standard operating procedures to optimize efficiency.
8. Documentation: Maintain accurate and comprehensive records of all subcontract-related documentation, including contracts, amendments, change orders, and other relevant correspondence.
9. Risk Management: Proactively identify potential risks associated with subcontracting activities and develop risk mitigation strategies. Work with project teams to address and resolve any issues that may impact project timelines or deliverables.
10. Cross-functional Collaboration: Collaborate with project managers, procurement teams, legal departments, and other stakeholders to ensure smooth coordination of subcontracting activities and successful project outcomes.
