Job Title: Material Controller I - Material Managemen t

KEY RESPONSIBILITIES:

• Operate with part of a team of engineers, technicians and storekeepers in carrying out detailed assessment of condition on Asset Integrity and Operability, Maintenance Management Strategy, Management System & Material Management Strategy of all Material Management System relating to oil and gas processing plants. Take responsibility on managing received supplies to ensure availability, effective allocation of inventory and dispatch of materials to maintain uninterrupted site activities.
• Responsible for driving continuous improvement in HSE standards to build a proactive safety culture within the operations and maintenance team
• Responsible for team compliance with Control of work standards and procedures
• Strong HSE awareness and responsible for team compliance with Petrofac life-saving rules
• Certified and experience to operate in high H2S environment
• Have a full awareness of the Company Code of Conduct and Business Ethics
• Interact with Quality Assurance for quality issues; strictly ensure compliance with Companys ISO Quality procedures.
• Coordinate Internal and Client audit requests, facilitate audit procedures of materials and spare systems within the facilities.
• Interface and regularly meet with client, participate internal staff meetings, ensure the progress of project in accordance to schedule.
• Responsible for minimising production impact due to material availability without compromising quality
• Responsible to support to identify irregularities and shortfalls in spares, inventory and tools necessary to ensure continuous and safe operations, take corrective action as required.
• Coordinate the preparation of Purchase Requisitions for the procurement of equipment and materials
• Compile / distribute comprehensive reports as necessary.
• Review and assess condition of critical spares holdings compared to project 2-year spares list
• Perform in Emergency Response role as defined in Companys Emergency Response Manual
• Perform related duties as and when directed by Direct Supervisor.
• Interface and regularly coordinate with Lead Engineer - Operations, be part of internal staff meetings, ensure the progress of project in accordance to schedule.
• Well experienced in Material management for oil and gas facilities
• Comply, implement & adhere to the Materials Management Policies and Procedures.
• Operate tools, equipment, and machinery as per safety procedures.
• Liaise with Procurement/ Expediting/ Logistics and Operations and Maintenance teams for materials arrival scheduling and communicate all delays in receiving materials to Site Team.
• Issue pre-alert notifications to site team for the material delivery schedule through daily reports.
• Collect and record all necessary information on the materials to be received on site such as un-priced copy of purchase order (PO), Shipping notification, packing list, material test certificates (MTC), inspection release notes (IRN), shipping release notes (SRN) and coordinate necessary activities to receive materials.
• Receive and inspect all incoming materials; verify the quantities of the received materials in line with PO, SRN, packing list.
• Arrange and oversee consignments unloading in assigned area.
• Arrange to locate the received materials as established warehouse and laydown area layout (Bin location), and ensure that all materials are properly handled and tagged with part number, and PO number.
• Perform minimum and general preservation requirements for any material on site. (Example: Small sized materials which might not be recognized shall be placed near by the warehouse to prevent material loss such as valves, Boxes or lubricants being used on site shall be covered or closed after usage etc)
• Isolate expired materials and allocating them in a separate location. (Examples: Lubricants, Chemicals, site consumables) .
• Update the Site Material Control System (SMCS) including material receipt, storage control (Bin location), inventory management, material transfer, Overage Shortage Non-conformance and Damage (OSND), Material Request Voucher (MRV), Material Issue Voucher (MIV) etc.
• Prepare Material Received Voucher (MRV) for the received material.
• Prepare OSND, if any, and follow up for resolution with Senior Buyer
• Handle and maintain the quarantine (rejected) materials by proper identification, labelling and marking, storing, preservation and reporting.
• Arrange to issue materials as required after receipt of approved Materials Issue Voucher Request (MIV).
• Prepare MIV of the required material
• Maintain records of the available and issued tools. (Examples: Tape Measures, Hammer, Pliers, Screwdriver and Hacksaw for metal and wood etc)
• Supervise sub-contractor staff / labour, subordinate Material Controllers, Storekeepers, Riggers and Drivers.
• Responsible in maintaining Petrofac HSSE Policies, Life Saving Rules & Standards and perform assigned tasks and duties in accordance with instructions, safety rules/procedures, regulations and codes of practice.

ESSENTIAL QUALIFICATIONS AND SKILLS:

• Typically, Diploma
• 7+ years experience of operation experience in Oil & gas sector
