JOB TITLE: OPERATOR- CONTROL ROOM OPERATOR

KEY RESPONSIBILITIES:

• Operate as part of a team of engineers and technicians in carrying out detailed assessment of condition and performance of maintenance strategies of all IT and telecom equipment relating to oil and gas processing plants. Take responsibility for execution of the project comprising of detailed condition assessment and troubleshooting work and support during technical audit, procurement, and maintenance phases as per Contract requirement.
• Responsible for driving continuous improvement in HSE standards to build a proactive safety culture within the operations and maintenance team.
• Responsible for team compliance with Control of work standards and procedures
• Strong HSE awareness and responsible for team compliance with Petrofac life-saving rules
• Certified and experience to operate in high H2S environment.
• Responsible to raise the required PTW to perform the system checks and audit.
• Have a full awareness of the Company Code of Conduct and Business Ethics
• Interact with Quality Assurance for quality issues; strictly ensure compliance with Companys ISO Quality procedures.
• Coordinate Internal and Client audit requests, facilitate audit procedures of engineering systems within the department.
• Interface and regularly meet with client, participate internal staff meetings, ensure the progress of project in accordance with schedule.
• Working knowledge of discipline engineering codes and standards necessary operate and maintain assets on gas processing field.
• Working knowledge of commissioning, operations, and maintenance activities for Telecom systems.
• Fully conversant with the technical documentation available from EPC Contractor and OEMs pertaining to discipline equipment.
• Responsible for minimising production impact of maintenance activity without compromising quality.
• Responsible to review technical documents such as vendor/equipment data books, philosophies, drawings, specifications, and datasheets. Establish contract review criteria, identify, and resolve discrepancies and divergences from maintenance regime and OEM recommendations.
• Responsible to perform various inspections, integrity assessment, provide recommendations and troubleshooting.
• Responsible to verify and conceptualize the most optimum work route. Identify a clear scope of work/supply and accordingly plan/schedule the engineering activities and manpower resource.
• Responsible to identify and quantify total number of deliverables, man-hour allocation, time schedules and other requirements for execution of the work.
• Responsible to coordinate with operations, maintenance, and planning team to identify project time schedules, establish target completion dates.
• Capability to control a schedule of diagnostic surveying and performance evaluation by directing on-site investigations.
• Responsible to direct the preparation of technical inquiry requests (Inquiry Requisitions) to vendors, participate in the technical evaluation of vendor bid offers. Direct and provide guidance in the Technical Bid Evaluations (TBE), review vendor drawings and documents. Supervise the review of design calculations, ensure vendor equipment specifications meet with client equipment specifications.
• Responsible to support to identify irregularities and shortfalls in spares, inventory, and tools necessary to ensure continuous and safe operations, take corrective action as required.
• Coordinate the preparation of Purchase Requisitions for the procurement of equipment and materials.
• Responsible to review asset inspection plan and ensure/ determine if inspection schedules are executed to plan. Work with the CMMS Planning Engineer to determine and ensure inspection routines are accurate and justified.
• Review MOCs for technical accuracy and delivery and execute as directed. Provide direction on priority of work and provide clarity on issues for root cause analysis studies.
• Responsible to manage and perform troubleshooting and condition assessment.
• Responsible to identify and report any scope of breakdown maintenance work identified during assessment and perform defect analysis to determine scope of repair or corrective actions.
• Responsible to review and if required organize the preparation of equipment and material specifications and data sheets, administer the development any repair, refurbishment, or modification scope of work.
• Responsible to develop Manpower charts and schedules, recommend, assign, and distribute manpower for the execution of any repair, refurbishment, or modification scope of work. Recommend cost effective measures to reduce overall manpower costs.
• Compile / distribute comprehensive reports as necessary.
• Review and assess condition of critical spares holdings compared to project 2-year spares list.
• Appraise and update preventative maintenance routines in CMMS as applicable.
• Lead and participate in task-based risk assessment.
• Report and assist in the investigation of accidents and incidents and provide all necessary assistance to investigating officer.
• Perform in Emergency Response role as defined in Companys Emergency Response Manual
• Perform related duties as and when directed by Direct Supervisor.
• Responsible Person for all I.T. & Telecoms Maintenance aspects of IT and telecoms equipment including Testing fibre optic cable, CCTV Monitoring covering all major field locations, Leak detection system FOC based, Field Wi-Fi for mobile workers with live video capabilities, Tetra integration with data exchange capability for mobile workers, Field Telecom system, Asset protection system, Communication system, maintain portable radio equipment, maintain control room display monitors etc.
• Ensure I.T. & Telecoms maintenance schedules are executed to plan.
• Ensure all licenses for telecommunications and I.T. equipment is in place, valid and updated as required.
• Upgrade equipment and systems as recommended by supplier and vendors.
• Author the I.T. & Telecom and control section in the site reports
• Work with the CMMS Planning Engineer to ensure maintenance routines are accurate and justified.
• Capability to perform Breakdown Maintenance and troubleshooting.
• Input to 90 days and 28 days planned works.
• Review critical I.T. & Telecoms spares holdings.
• Fully conversant with the technical documentation available from EPC Contractor and OEMs pertaining to I.T. & Telecoms equipment.
• Ensure all I.T. & Telecoms technical documentation required for maintenance is available or is resourced through OEMs or vendors!
• Provide direction on priority of work.
• Provide clarity on I.T. & Telecoms issues for root cause analysis studies.
• Provide answer to technical queries related to I.T. & Telecoms equipment.
• Guide and coach Sub-contract personnel on I.T. & Telecoms maintenance
• Participate in, or cooperate with, internal or external audits respectively.
• Experience to perform commissioning and/or O&M services on I.T & Telecom equipment in acid gas processing facilities.
• Responsible in maintaining Petrofac HSSE Policies, Life Saving Rules & Standards and perform assigned tasks and duties in accordance with instructions, safety rules/procedures, regulations, and codes of practice.

ESSENTIAL QUALIFICATIONS AND SKILLS:

• Bachelor of Engineering in relevant technical discipline
• 10+ years experience of operation experience in gas sector in a telecoms/I.T. maintenance management role
