Context and environment |

· The jobholder is located in Tripoli Office. · MOO is in charge of the Development and Operation of two fields: Mabruk Onshore field, situated in the Sirte basin, Al Jurf Offshore field, situated 150 km off the coast of Tripoli |

Tasks & responsibilities |
|||
· Annual budget preparation in coordinates with drilling & well services department and Finance department. · Prepare periodic budget updates and monthly closing reports in coordinates with drilling & well services and Finance department. · Responsible for reviewing the terms and conditions plus the financial part of Call for Tender Documents and coordinating with Contract Dept. & Finance Dept. for any issues. · Coordinate with Drilling & well services engineers to prepare annual stock variations. · Compare and analyze costs incurred to the budget and assist in developing and implementing cost reduction. · Monitor and keeping records of all contractors’ invoices. · Ensures administrative links between drilling department (each dedicated contract holder) and related services contracts. · Ensures the finance department provides the invoices in the shorter time possible to benefit on several contracts from a quick response discount for less than one month’s payment. · Coordinate with the Finance department regarding any disputed invoices. · Coordinate with Drilling and well services engineers to prepare list of needed material for drilling / well services operations. · Coordinate with Drilling and well services engineers for issuing services orders and purchase orders. · Maintain contract register (including PO and SO). · Avoid the purchase of unnecessary materials. · In contact with the main sites, Al-Jurf, Mabruk and TMB, checking if they received the correct equipment or services described in the PO or SOs. · Involves in the procurement process, responsible for detailed investigation of the marketplace. · Contact point within Drilling Department for MMS software. · Creation/modification/cancellation of stock items in MMS catalogue within close co-ordination with Procurement dept. |

Qualifications / experience required |

· Education: B.Sc. in Accounting, or B.Sc. in Petroleum Engineering · Professional experience: 5 years Cost control in Drilling projects or following oil industrial operations · Required competencies: Cost control of Drilling activities, has good Computer-literate, good knowledge of drilling equipment, products. Good Knowledge of Contracts forms & related T&C. |
