POSITION SUMMARY

NEOM Green Hydrogen Project is part of Air Products largest and most complex capital project. It will be the first industrial-scale mega electrolyser project providing a green energy carrier around the world to contribute to the decarbonization of the industry. The high criticality of the package is derived from the size and multi-billion value of the project.

The Electrolyser Package will be supplied by one of Air Product’s major strategic partners, tkUCE, under an EPF Contract. The incumbent is accountable for the overall delivery of the Electrolyser package, including commercial, technical, contractual, strategic and tactical matters. The incumbent is required to commence works from the EPC phase through to commissioning of the Electrolyser Package and overall Plant start-up.

The incumbent must have self-starter capabilities, possess expert-level project management skills and knowledge, along with excellent communication and negotiation skills. The role requires significant interaction and coordination with our strategic partner tkUCE, APs EPCs organization, and the project’s interfacing Parties, notably AP EPC CMEI subcontractor, to ensure that the project meets its overall commitments to the Client, where the incumbent shall assume the responsibility of the Representative of Air Products.

As the project is executed utilizing global capabilities, the incumbent must be able to work effectively at the NEOM Project Site while managing the execution of the Offshore works, in particular, engineering completion, fabrication of the Electrolyser Units in Vietnam and sub-suppliers' delivery of the AWE Module components.

Mobility, flexibility and a robust cross-cultural competency are key requirements to the incumbent’s role.

PRINCIPAL ACCOUNTABILITIES

  • Accountable to the Overall Area Project Manager / GHE Project Director.
  • Provide project management leadership for the Electrolyser package and CMEI Subcontractor.
  • During project development stage, prepare and align strategies for execution, procurement, transport and logistics, construction, commissioning and start-up with the overall strategy of NEOM Green Hydrogen Project and Electrolyser Package.
  • Oversight and direction of all execution activities in line with the project strategies, including overall cost, schedule, quality, and performance associated with the Electrolyser Package.
  • Accountable for meeting the EPF Contract cost, schedule targets and legal obligations.
  • Manage the internal and external interfaces with the tkUCE EPF Electrolyser package and lead the decision-making process where problems and or opportunities arise.
  • Overall management of all aspects of the project performed by; the strategic vendor tkUCE, the Air Products team and Air Products subcontractors who have a direct interface with tkUCE Electrolyser Package.
  • Perform Stage Gate reviews, system-based handovers and operational readiness in line with the Air Products EPC Framework.
  • Develop and lead a high-performing team that includes the core Air Products’ project members, other Air Products functions, Air Products subject matter experts, external partners, vendors, equipment vendors, and possibly, customer representatives.
  • Ensure the team understands the EPF Contract.
  • Motivate, mentor and develop project team members and, if required, contribute to staff performance evaluations.
  • Monitor contract compliance, engineering, HSE, Quality, project progress, paying attention to the coordination of expense and effort. Develop and implement corrective or mitigation actions if required.
  • Maintain a safe work environment and support corporate and organizational safety goals in the office, with suppliers, and at fabrication and field sites.
  • Ensure Risk Management procedures are followed, and risks are communicated, addressed/resolved.
  • Accountable to implement and follow Change Management procedures. Ensure that changes are fully evaluated and understood by all affected parties prior to implementation. Monitor and manage changes and or potential impact to the project’s as-sold budget.
  • Report on the overall health of the EPF Contract using key performance indicators and earned value metrics.
  • Cultivate a positive relationship with the Project’s key stakeholders and strategic partner.
  • Support Air Products Product team with benchmarking; lessons learned, performance measurement, value improvement.


What we’ll be looking for:
  • Minimum 10 years’ experience managing Major EPC projects. (Experience with managing major EPCM, EPF or PMC contracts are also acceptable. Experience with managing Lump sum and Open Book reimbursable contracts will be of benefit to the Project).
  • Strong commercial and contract management experience.
  • Experience with modularization will be beneficial to the role.
  • Available to mobilize to NEOM Project Site (Duba region of the Kingdom of Saudi Arabia) as early as August 2024.
  • Availability to undertake domestic and international business travel.
  • Degree qualified (preferred) Chartered Engineers with significant project management experience gained in an EPC/EPCM environment servicing the Oil & Gas, Chemicals, or Petrochemicals industries. Previous Hydrogen or Electrolysis project experience would be beneficial.
  • A visible track record of supporting or leading large multi- discipline engineering design and construction projects to successful delivery.
  • A work ethic featuring determination, adaptability, and resilience with the ability to lead under pressure, evolving requirements, and conflicting priorities.
  • Culturally astute with experience and ability to understand & adapt leadership, communication, and management styles to different cultures associated with multi-region project execution and multi-cultural teams.
  • Languages: Proficient in English, Arabic will be beneficial. Strong command of the written English.
