We are now seeking to add an MRICS Commercial Director to join an established professional team, committed to technical integrity, innovation and development of its people.
Qualifications / Typical experience
- Degree qualified in Quantity Surveying
- MRICS mandatory, FRICS desirable
- Has at least 20 years-experience including 10 years in the Middle East.
- Previous Commercial Director on a large metro/rail project is mandatory.
- Design & Build experience on major transport and infrastructure projects is mandatory.
- Managed a large sized team (s) - over 10 people.
- Has successfully delivered several major projects with a value of over $5b.
- Can demonstrate pre and post contract experience on similar projects.
- Typically manages / oversee multiple projects or delivers a major commission.
- Excellent communication skills are mandatory.
- Is known as a technical service delivery expert in the Cost Management ("CM") business.
- Project is based in Dubai, UAE

- Is an expert on one or more type of construction technology.
Employment practice
Pre-contract
- Has experience and a good understanding of all major building typologies and horizontal / MEP assets for the purpose of estimating.
- Has worked on more than one example of all core asset types and some of the specialist asset types.
- Has 15+ years' experience on the core procurement route, Design & Build, and some of the specialist procurement routes.
- Can lead complex and tender evaluation exercises and report recommendations on large infrastructure e.g. metro projects.
- Oversees and responsible for delivery of their allocated projects.
- Oversees and responsible for all allocated staff on projects.
- Good presentation and negotiation skills.
- Good win work rate.
- Demonstrable key account management in line with the growth targets.
Post-contract
- Can evaluate claims in relation to quantum in co-ordination with the Engineer.
- An expert in Commercial management.
- An expert in Contract Administration.
- Can formulate, negotiate, and agree variations with Employers for our professional services Agreement.
- Carries out reviews and approvals in line with our processes and procedures.
- Drafting contractual correspondence as protecting the Employer's position.
- Preparation and presentation of the monthly cost reports to the Employer
- Can produce / authorise project final account reports.
- Management of the project cost and commercial team on site / office and reports back to the Head of Cost Management in country on all aspects of our services delivery.
- Interacts with Employers at monthly stake holder meetings and represent our organisation and makes strategic decisions.
Responsibility and accountability
- Understands and executes their role in relation to the RACI matrix pertaining to our complete service delivery and that of the Project Director
- Represents the company's interests within a Joint Venture environment.
People
- Has line management responsibility.
- Manages a medium / large sized team.
- Undertakes Personal Development Reviews ("PDR") with all direct reporting staff. Ensures they attend all PDR interim meetings.
- Participates in toolbox talks.
- Participates in leadership meetings including setting objectives.
- Addresses human resource matters with their direct reports, Line Manager and HR
- Addresses hiring needs by participating in interviews with new employees.
Internal management
- Oversees the use of the CM processes and procedures and audits its use at project level.
- Responsible for managing all change alongside the allocated PM for the project to robustly control project costs and revenues.
- Manages to Risk Register for the project.
- Manages project reviews.
- Manages the Stage gate process.
- Manages and undertakes Cost to Complete ("CTC") for their allocated projects.
- Manages their internal cost report in compliance with the timescales and requirements.
- Manages staff attendance and leave.
- Is aware of our internal processes for time management and leave.
- Is compliant with and actively promotes compliance with all ED+I requirements of the business.
- Is compliant with all obligatory training.
- Complies with dress policy.
- Is aware of the CM business plan and actively executes the part that applies to them.
- Can communicate the outline of our Business Plan to Employees if required.
- Is aware of the wider Program Advisory business goals and can communicate these to Employees is required.
- Ensures they attend all monthly and Regional CM meetings.
Clients
- Is aware of our key clients.
- Builds relationships with Clients, Contractor, and Consultants on their projects at project and mid/upper management level.
- Actively involves themselves with new Client relationships in conjunction with the Head of Cost management and UAE senior leadership team.
- Participates in client meetings with Managers as required.
- Ability to present complex reports and solutions to Clients in various formats.
Win work
- Assists / undertakes / leads fee proposals as requested.
- Identifies commercial risk within RFPs for consideration by bid manager.
- Participates / leads tender queries and post tender interviews.
- Supports Bid Manager in any internal governance required.
- Updates the CRM.
- Manages contract reviews with legal team.
- Closes out contractual negotiations with Manager
- Ensures their CV is up to date for the purpose of win work material.
Innovation
- Is aware of the CM innovation goals in relation to improving working practices.
- Participates in reviews of new ways of working and offers professional opinion on practicalities of operation.
- Form part / manages a small team to accelerate new ways of working.
- Participates in training and development of staff in relation to innovation.
