Join us as a Compliance Officer (Commercial Gas and Renewables) at Torus Group! This is a permanent role based in Warrington with occasional travel to other locations.

As a Compliance Officer you'll play a pivotal role in our Asset team, ensuring seamless delivery of commercial gas and renewable energy safety compliance services across our property portfolio. Collaborating closely with tenants, residents, contractors, and Torus staff, you'll provide expert support to our Business Lead in maintaining high standards of service. Your responsibilities will include managing the commercial gas boiler service and inspection regime, overseeing remedial works, and monitoring servicing programs for renewable energy installations like Heat Interface Units (HIUs) and heat pumps.

Additionally, you'll contribute to contractor procurement and performance management, ensuring all compliance works meet regulatory standards and operational targets. This office-based role includes travel, requiring a valid driving license and access to a vehicle with business insurance.

Responsibilities:
  • Support the Business Lead with the delivery of commercial Gas programmes and remedial works, effectively managing contractors and ensuring the programmes are planned and delivered on time to standard.
  • Ensuring the commercial gas service records are to standard and displayed at sites in line with Gas Regulations.
  • Manage and monitor the service and inspection regime for alternative heat sources such as HIUs, Ground and Air Source Heat Pumps, ensuring remedial works are appointed and completed to standard and within priority timescales.
  • Assist the Business Lead with future programme planning and budget forecasting for the service areas the role is responsible for.
  • Liaise with and assist with customer related issues throughout the programme process and support with access and appointments to reduce no access events and missed appointments.
  • Support with additional contracts as part of service and maintenance in relation to alternative and renewable energy source such as solar panel annual service checks.
  • Develop a broad knowledge and understanding of the organisations Compliance Management Plans and Operational Guidance covering the six principal areas of compliance safety, with a predominant focus on Gas Safety.
  • Responsible for monitoring, following up and obtaining relevant certification or evidence to demonstrate that remedial works are completed in accordance with the respective management plan.
  • Check the quality and ensure the correct storage of all certification and documents required to demonstrate landlord compliance.
  • Assist on the preparation of contract documentation and assist in the development of programmes that meet both statutory/regulatory requirements and the organisations policies.
  • Assist on the procurement of contractors and arrangements for delivery of services to ensure the service is as effective as possible.
  • Develop your knowledge on good practice, legislation, and landlord compliance obligations in relation to your compliance areas.
  • Escalate any non-compliance issues immediately to the Compliance Manager.
  • Comply with both internal and external audits, providing information in the required format and within agreed timescales.
  • Provide cover for the other Compliance Officers in the Compliance Team to ensure continuity of service to our customers.
  • All other duties associated with ensuring that the compliance team meet the organisations statutory and regulatory obligations and comply with the policies and management plans.

Skills & Experience:
  • Level 4 VRQ Diploma in Asset and Building Management
  • Level 4 VRQ Gas or Electrical Safety Management in Social Housing
  • Minimum 2 years' experience of managing programmes or projects and driving performance.
  • Commenced or willing to work towards a professional qualification in property compliance/building related specialism.
  • Experience within a social housing environment, desirable for that to be within a compliance related field.
  • Experience of the use of Microsoft office software in particular Outlook, Word, Excel, and Access
  • Broad experience in successfully managing maintenance projects to occupied residential properties and liaising/consulting with customers to deliver programmes that meet their needs.
