1. POSITION DETAILS:

2. KEY RESPONSIBILITIES
  • Coordinate the implementation of the safety, health, environment and quality programme at the facility.
  • Understands and adheres to all Plant Safety Guidelines and Procedures. Strives to maintain an injury-free environment;
  • Assist with interpretation of OHS Act and related legislation.
  • Maintaining high housekeeping standards at the facility;
  • Review and update relevant safety and hygiene procedures, critical task procedures and management directives.
  • Review hazardous chemical information and personnel safety and recommend amendments.
  • Investigate and report the root causes of accidents and incidents and where appropriate identify and instigate any corrective actions or control measures.
  • Delivers Departmental Safety, Visitors and Contractor inductions and maintains records;
  • Distributes HSE bulletins and updates HSE communication boards;
  • Implement safety awareness campaigns.
  • Assists with organizing safety meetings, toolbox talks, Worker Representative Teams and Departmental Committees;
  • Regularly checks SHEQ Systems through regular on-site inspections of.
  • Understands and masters the Plant Emergency Response Procedures;
  • Conducts prevention inspections on a regular basis and ensure records maintained of same.
  • Assists line management with the implementation of new or existing SHEQ-related legislation, rules and Company standards to include fire prevention, health and safety awareness training, site inspections of plant and any contractors
  • Verify that all SHEQ incidents are investigated within stipulated periods.
  • Action weekly and monthly reporting, enter information into the Company Management Information System;
  • Coordinates environmental performance for plant as per environmental impact assessment;
  • Assists with achieving ISO 14001, OHSAS 18001 and ISO 9001 certifications.

3. HEALTH & SAFETY:
  • The Job Holder will work in a controlled hazardous environment.


Work Levels and Conditions and Risks:
  • Work Level 4: the tasks that he/she performs as part of their daily work activities represent a risk of medium kind and with temporary consequences like blows, falls, etc.;


Exposure to Risks:
  • Traffic/automobile accidents, ergonomic problems and accidents;
  • Risks inherent to the job of the SHEQ Officer while performing inspections, daily tasks, etc.


Personal Protective Equipment:
  • Hard hat/safety helmet;
  • Ear protection (plugs or ear muffs);
  • Safety glasses;
  • Safety shoes;
  • Cotton work wear;
  • Safety Gloves;

Recommended HPE (Health Protection Equipment):
  • Ergonomic office equipment;


4. JOB CONTEXT:
  • Peakers Operations ("the Company") operates two open cycle peaking power facilities through its O&M Agreements with the Owners of Dedisa Peaking Power Pty Ltd and Avon Peaking Power Pty Ltd;
  • Dedisa Peaking Power Plant and Avon Peaking Power Plant has capacity of 342 MW and 685 MW respectively;
  • The Company is fully owned by GDF SUEZ with registered office: Block E, Lincolnwood Office Park, Woodlands Drive, Woodmead, 2191, Johannesburg, Republic of South Africa;
  • The Owner Company is 38% owned by ENGIE, 25% by Mitsui, 27% by BEE SPV and 10% by BBBEE SPV;
  • The projects are Independent Peaking Power Generation projects, having a 15 years Power Purchase Agreement (PPA) with Eskom Holdings as a single off-taker;
  • The Job Holder will be based at the Facility.

5. MODUS OPERANDI:
  • The Job Holder works as SHEQ Officer of the plant with line reporting to the Facility Manager and functional reporting to the SHEQ Manager.


6. COMMUNICATION AND WORKING RELATIONSHIPS:

The Job Holder will work and communicate with:
  • Internal: The power plant staff, Operation, Maintenance and SHEQ Manager;
  • External:

Other Contractual Counterparties, Contractors and Suppliers.

7. FRAMEWORKS, BOUNDARIES AND DECISION-MAKING AUTHORITY:
  • Operates within the approved budgetary limits and assigned duties;
  • Company defined HSE Policies and Systems and clear precedents;
  • The SHEQ Officer is responsible for:
    • Monitoring and reporting of HSE performance;
    • Making recommendations for improvement under guidance of SHEQ Manager;
  • The SHEQ Officer supports the Facility Manager, SHEQ Manager and the Employees to delivery HSE outcomes.

9. QUALIFICATIONS, EXPERIENCE AND SKILLS:

Qualifications:
  • Relevant SHEQ/Safety Management or Environmental Management qualification
  • Demonstrated competence supported with adequate education and training


Experience:
  • At least 5 year experience in the operation of a large power plant, three of which must have been in the capacity of a Safety Officer
  • Use of safe systems of work
  • Use of computerized maintenance management system
  • Engineering concepts and principles
  • Interaction with purchasing, finance and accounting, maintenance, administration and HR
  • Budget control and reporting
  • Compilation of SHEQ reports in the required standard
  • Implementation of relevant SHEQ legislation, policies and procedures
  • Knowledge of Industrial Process in Occupational Hygiene and Safety
  • Knowledge of Occupational Hygiene and Safety Impact Assessments
  • Knowledge of OHSAS 18001 Intent and requirements

Language:
