POSITION: Assistant Supervisor of Energy Management and Construction

POSITION SUMMARY: The Assistant Supervisor of Energy Management and Construction will supervise system-wide energy conservation efforts, identify and coordinate energy savings initiatives within CIP and stand-alone Energy Projects, and provide support to the overall operation of the construction department.

PHYSICAL DEMANDS: The work is performed in office and field environments and requires walking around construction/project sites. Significant periods of standing may also be required.
UNUSUAL DEMANDS: May be required occasionally to work beyond normal scheduled hours and to attend evening and/or weekend activities.
TERM OF EMPLOYMENT: Twelve (12) month position and salary commensurate with qualifications and experience applied in the Meet and Confer Administrators and Supervisors agreement.
FLSA STATUS:Exempt.

- Bachelor's degree in energy conservation, natural resource management, environmental management, or construction management required; Related years of experience may be considered.
KNOWLEDGE, ABILITIES, AND SKILLS: (These are pre-employment knowledge, abilities, and skills that apply to the Essential Job Functions) At the time of application, the candidate must have:
- Highly organized, with the ability to gather, organize, and analyze energy usage data.
- Detail-oriented with the ability to assemble reports and other deliverables, essential to construction department functions and responsibilities.
- Demonstrated management, leadership, and human relation skills.
- Ability to communicate effectively both orally (public speaking) and in writing.
- Ability to collaborate successfully with a variety of stakeholders, internal and external to Calvert County Public Schools.
- Knowledgeable in local, state, and federal policies pertaining to energy management, conservation, and sustainability.
- Have working knowledge of Microsoft Office and Adobe, with efficiency in Word, Excel, PowerPoint, and Adobe Acrobat Pro. For Excel, the applicant must have the ability to use formulas and link multiple cells in multiple spreadsheets.
- Such alternatives to the above qualifications, as Calvert County Public Schools may find appropriate and acceptable.

ESSENTIAL JOB FUNCTIONS, RESPONSIBILITIES, AND DUTIES:
- Lead the development of and co-author the Resource Management and Energy Conservation Plan. Collaborate with the Departments of Construction and Facilities on resource management and energy conservation efforts at Calvert County Public Schools.
- Plan, develop, and manage the energy and utilities management program to implement a comprehensive energy conservation program.
- Develop, implement, and supervise reduction efforts in energy consumption within stand-alone energy projects as well as future Capital Improvement Program projects, in collaboration with Departments of Construction and Facilities.
- Supervise professional, technical, trades and operations staff with regards to construction and energy conservation projects.
- Optimize the efficient energy use and cost at facilities through the review and analysis of utility consumption information and operation data.
- Monitor and calculate energy savings at facilities, including energy savings incentive programs.
- Monitor budget and expenditures for utilities and capital expenditures to achieve maximum return for the investments made to enhance, upgrade, or develop energy conservation programs and systems.
- Serve as a resource for School-level Green Teams and provide oversight in the Green School re-certification process.
- Assist with development and management of the Capital Improvement Program and other State funded initiatives, undertaken by Department of Construction.
- Monitor IAC meetings and correspondence related to management of the Capital Improvement Program and other State funded initiatives.
- Research and ensure compliance of the capital improvement program and site/facility use within county, state and federal regulations/codes.
- Prepare draft front end bid documents and associated Invitations for Bid for Capital Projects and review final documents for completeness and consistency with State and Local requirements.
- Assist with all State-and County related project submissions and overall reporting requirements.
- Maintain database of certified Minority Business Enterprises (MBE) subcontractors. Track MBE participation on all CIP projects, including the required monthly reports from MBE firms and prime contractors. Prepare draft quarterly and annual reports on MBE Participation.
- Gather MBE data in order to assist with MBE goal setting for CIP projects.
- Assist with development of annual Educational Facilities Master Plan and update State Facility Inventory Database.
- Develop and maintain data needed to respond to appropriate information requests regarding school facility utilization, site acquisition, school facility data, and Capital Improvement Program.
- Assist with gathering and verification of operations and maintenance manuals and warrantees from projects.
- Coordinate warranty callback verification, requests, and scheduling for all completed project work, that may be under warranty.
- Assist in developing policies and procedures to provide guidance on energy and utility issues.
- Actively seek and secure grants and rebates associated with environmental and energy conservation.
- Participate in Professional Development, as required.
