We are actively seeking a Water/Wastewater/Stormwater Program Manager, specializing in Local Government and Authority Management/Consulting and/or environmental engineering, wastewater engineering or stormwater engineering, to join our dedicated team of professionals in King of Prussia, PA. As the Program Manager, key responsibilities include:

• Serve as a Project Manager/Program Manager for key complex, high profile, or sensitive water, wastewater and stormwater projects.

• Perform Program Management services for local government and utility clients to obtain benefits produced by project delivery in a coordinated and complimentary manner.

• Oversee and guide the implementation of complex water, wastewater and stormwater projects and programs.

• Implement stormwater utilities and stormwater fees.

• Prepare and manage Asset Management and Capital Improvement plans, including development and implementation of associated infrastructure projects.

• Lead feasibility study development analyzing regional water, wastewater and stormwater service and programs for municipal and county clients.

• Assist clients in implementing rates, developing revenue streams, and securing financing for capital improvement projects.

• Assist HRG's IT and Geomatics divisions with implementing technology solutions to support local, county, and authority clients.

• Present at municipalities' meetings and organizations' functions.

• Participate in marketing activities to internal and external prospective clients.

Requirements

• Bachelors of Science Degree in Engineering, Political Science, Public Policy, Public Administration, Business Administration, or Accounting.

• Minimum 7 years of experience in water/wastewater engineering, stormwater engineering, local government management, utility management, or municipal finance director role.

• Knowledge of municipality class codes and Municipality Authorities Act.

• Working Knowledge of Portfolio Management, Program Management and Project Management.

• Client-focused leader and team player possessing strong communication, strategic planning, and organizational skills

• Must be a self-starter, independent worker, team builder with strong interpersonal, communication, and organizational skills

• Able to balance maintaining a holistic view for the client and HRG team while managing project details.

• Proficient in Microsoft Office Suite to include Excel, Word, Power Point, and Outlook

• Valid driver license

• Has the legal right to work in the U.S.
