Description

The foreman is responsible for directing the maintenance, installation, repairs and construction of water, reuse and wastewater lines, services, mains, and appurtenances. They inspect work for progress and for conformance to established standards, regulations and safety practices. The Foreman supervises, motivates and trains crew members, assists in the preparation of performance evaluations, and prepares reports, as-builts and documents as needed. They study work flows and make recommendations for improvements to the manager. The Foreman leads work team in developing and implementing efficiency and increasing quality in operations. They report unusual problems to the manager with possible solutions, assist in developing work plans, and perform inventory operations and the replenishing of tools and supplies. The Foreman is required to regularly work overtime as part of the rotating "on-call" program, which may involve responding to emergencies outside of regular working hours. This is an essential position; the incumbent will be required to work extended hours during and after hurricanes or other disasters. The Foreman works proactively and provides excellent customer service to internal and external customers. They follow safety procedures and promote a safe work environment. A strong understanding of ethical behavior is required. The Foreman needs to have an intellectual curiosity and a desire to find answers. They perform related work as needed.

Typical Qualifications

As a candidate for this role, you will have the opportunity for growth and development. You must possess a State of Florida Distribution Operator Level 2 certification; Level 1 desired. Must possess Florida CDL Class "B" driver's license with tanker and air brake endorsements. Certifications/licenses required at time of application. Consideration will be given to applicant with higher/multiple licensure. This is a Lean Six Sigma Utility; a White Belt must be obtained within 12 months of hire. High school diploma or equivalent, college course work desired. Supervisory experience required. Extensive knowledge of the regulations, principles, practices and equipment used in drinking water, reuse and wastewater line construction, maintenance and repair. Ability to plan, layout and oversee the work of skilled and unskilled staff. Ability to interact effectively with the public and other employees. Candidates must possess effective communications skills with the ability to speak, write and understand English. Must have knowledge of software programs, such as Microsoft Office Suite and the ability to use personal computers with GIS Mapping systems. Exposure to all weather conditions and possibly exposed to hazards such as machinery, high noise levels, wastewater, fumes, chemicals and odors. The applicant must pass pulmonary function test and be physically capable of using respirators and self-contained breathing apparatus Applicants must not have facial hair that is in the area of the face seal of respiratory PPE.. Ability to see, read, talk, hear handle or feel objects and controls. Labor intensive position with the ability to stand, walk, move, climb, carry, bend, kneel, crawl, reach, push and pull. Ability to perform moderate moving up to 50 lbs. on a regular basis and occasionally perform moving up to 75 lbs. Selection process will include an interview and evaluation of software skills, GIS and map reading skills. A comparable amount of training and/or experience may be substituted for the minimum qualifications .

Employees are paid biweekly. The pay range consists of a minimum and maximum salary. Initial appointment is usually made at the minimum salary of the pay range, but a higher salary may be considered for an especially well qualified candidate or to meet unusual needs. Annual merit increases of up to 3% up to the maximum of the pay range are based on fully effective job performance, or above, and are not automatic. Eligible Fire department combat employees receive annual merit increases of up to 4%.

Group health insurance is paid for by the City; 100% for full time employees and 50% for eligible dependents.

Paid leave includes: Vacation - accrue nine (9) days annually with additional days awarded for longevity; Sick Leave - accrue twelve (12) days annually; Holidays - thirteen (13) days off; Personal Days - two personal days after six months of service.

Pension plan: General Employees' Retirement System participation is required for all eligible employees. Each employee contributes a tax deferred deduction of 10% of their salary to the plan and the City contributes a like amount. The defined benefit pension plan is based on the average of the last three base salary years times 3% times years of service. If an employee leaves the employ of the City prior to seven (7) year vesting or retirement, their contribution, with interest, is refundable. Fire pension participants contribute 11.6% and are required to participate in the Pompano Beach Police & Firefighters' Retirement System.

Other benefits offered to City employees include: cost of living adjustments (when applicable), tuition reimbursement, tax deferred savings plan, credit union services, direct deposit, sick leave bank, sick leave to vacation conversion, employee assistance program, Deferred Retirement Option Plan (DROP), Voluntary Employee Beneficiary Account (VEBA), and a four day work week for certain positions.

Part time employees are not eligible for benefits and benefits may vary depending on bargaining units.
