The City of Pearland, TX is seeking to hire a full-time Wastewater Superintendent to lead and improve aspects of the day-to-day operations of our Utilities- Wastewater Department. Are you service-oriented? Could you excel in a fast-paced environments? If so, you may be perfect for this position!

The Wastewater Superintendent earns a competitive annual salary of $71,682.31-$91,394.95/based on experience and qualifications. There is also certification pay for licenses higher than required for the position. Additionally, the city pays all premiums for our employees' dental, long-term disability protection, and life insurance plus the majority portion of the medical premium for employees and their dependents. A DAY IN THE LIFE OF A WASTEWASTER SUPERINTENDENT

Job Summary: The purpose of this class within the organization is to manage and oversee the day-to-day operations and maintenance of wastewater treatment facilities including lift station operations, plant operations and quality assurance activities for the treatment and reclamation of water for the City's residents and businesses. This class of supervisory employee works independently, under limited supervision of the Director/Assistant Director, maintaining compliance with Texas Commission on Environmental Quality (TCEQ) and accomplishing projects, providing operational oversight and reporting major activities through written reports, periodic meetings, and project deliverables. This position is also responsible for external outward communications, on behalf of the Department and Division, responding to resident requests and resolution of complaints regarding the City's wastewater system.

Essential Functions:
  • Serves as Emergency Essential personnel and is required to remain available for immediate call-in due to natural or man-made disaster or any other event the Director of Public Works, the Assistant City Manager or City Manager deems necessary.
  • Manages the day to day operations for wastewater treatment operations, water quality activities associated with reclamation of wastewater and maintains compliance with TCEQ requirements.
  • Oversees the division staff, critical wastewater infrastructure for the treatment wastewater and reclamation of water within the City. This includes the proactive and preventative maintenance of wastewater treatment structures, lift stations, belt presses, centrifuges, coagulant feed systems, chemical pumps, lift station pumps, and blower and ultraviolet lighting equipment; verifying chemical settings; monitoring the collection of wastewater usage using SCADA; and monitoring meters and tertiary filters.
  • Oversight of the laboratory sampling of the required TCEQ water quality assurance and testing procedures at wastewater plant sample points; verifying proper function of equipment to maintain compliance.
  • Oversight of the outcomes and actions needed from laboratory analyses of the samples; measurement of MLSS, TDS, and related bacteriological compliance testing, interpreting the results of the field tests; and overseeing necessary action for chemical and collection system flow changes.
  • Responsible for the successful maintenance of the City's Wastewater treatment facilities, coordination of monitoring with pre-treatment and distributions and collection staff.
  • Responsible for the Division Emergency Plan, and providing resources and support to the Public Works Emergency Preparedness Operations Plan and City Emergency Plan. Responsible for oversight that
  • Ensures leadership, decision making, and relationships with supervisors and employees are handled per policy and regulation.
  • Oversees recruiting hiring, development, coaching and dismissal for the Wastewater Treatment Division. Responsible for onboarding of new employees to establish City expectations for excellent customer service.
  • Develops, oversees, implements and monitors the Division Budget. Coordinates with the Business Administrator to report changes, transfers, and other key budget actions.
  • Develops and updates Division Business Plan, Performance Measures and seeks current best practices for the Division, including data driven approaches.
  • Responsible for understanding the City's wastewater resources, and agreements with other entities for the provision of wastewater, cost and operational requirements and for maintaining working relationships with other entities as it is in the City's best interest.
  • Ensures safety guidelines are followed per policy.
  • Ensures that work orders, maintenance and improvement projects and directives are completed and tasks are completed in a timely and safe manner. Provides support for coordinates maintenance activities as needed.
  • Ensures positive relationships with internal and external customers are maintained.
  • Develops and implements division policy and standard operational procedures.
  • Manages contracts and costs associated with chemical treatment, mechanical maintenance and accomplishing the work to maintain operations and sound responsible procurement and fiscal responsibility.

Education, Experience, and Licenses
  • Requires High School graduation or GED equivalent supplemented by specialized courses/training equivalent to completion of one year of college.
  • Requires five years increasing responsibility in the maintenance and operations of water production facilities, including a minimum of two (2) years of administrative and supervisory responsibility field or closely related experience.
