Essential Functions

Ensures that district energy plants are operated within all federal, state, and local regulations for the efficient production and distribution of high-pressure steam, chilled water, and related infrastructure. Supervises and evaluates professional staff of approximately 18 employees. 24-hour availability is required to respond to operational emergencies. Plans and manages underground utility repairs of steam, chilled water, electric. Serves as project manager who coordinates and sometimes directly supervises utility outages and the performance of emergency and routine maintenance of campus utilities and facilities.

Sets the strategic direction and initiatives for the group. Develops metrics to evaluate and manage performance. Develops standards for design and operational performance, energy conservation, and standardization of MEP devices and systems to ensure utility assets realize expected life cycles. Provides effective review of design and contract documents prior to award. Drives plant efficiency through continuous improvement programs to meet departmental performance metrics.

Develop and implement long-term utilities strategic planning to support campus growth, energy management goals, and the campus master plan. Leads the creation of campus wide energy metering programs. Produces technical reports for internal and external utilization. Monitor and analyze energy production and consumption data from internal plants.

Utilize the Building Automation System to centrally manage HVAC systems throughout campus. This allows University Facilities to monitor overall energy efficiency, identify potential problems and make adjustments to equipment as needed.

Minimum Qualifications

• A bachelor's degree from an accredited institution in mechanical or electrical engineering.
• Registration as a Professional Engineer (P.E.) or Certification as an Energy Manager (C.E.M.) is required. Registration as a P.E. in another jurisdiction with the ability to become registered in Tennessee within six months of hire is acceptable.
• At least seven (7) years of experience encompassing energy and utility management, distribution, Building Automation Systems, electrical power monitoring systems with experience leading others, experience managing a large annual operating budget and energy procurement.
• Must include at least five (5) years of supervisory experience. Strong personnel management techniques with the ability to manage a diverse work force.
• Understanding of power distribution systems and components including 13.2 KV,480/277, 208/120-volt three phase and single phase power.
• Knowledge and experience leading the operation and renewal of district energy plant systems and infrastructure for high pressure steam and chilled water. The successful candidate will be a subject matter expert in thermal energy production on a district energy plant scale.
• Highly developed analytical and communication skills. Strong ability to communicate both verbally and in writing. Ability to interact with a diverse range of constituents internal and external to the campus.
• Ability to successfully manage multiple tasks at once, and be able to determine appropriate priorities. Ability to make independent interpretations and decisions that are in the best interest of the organization, and that are consistent with the objectives of senior leadership. Possess a knowledge of appropriate escalation protocols.
• Strong organizational and analytical skills with the ability to use a computer to process correspondence, reports, spreadsheets, and database applications. Experience using computerized maintenance management software and energy management software.
• Ability to respond to emergencies and incidents after normal business hours, as needed, and on short notice. Ability to function in an essential personnel role, which may include an extended on-campus presence during emergencies.

Preferred Qualifications

A master's or other advanced degree in engineering or a field significantly related to utility operations. At least ten (10) years of utility and energy management, distribution, including experience leading others, experience managing a large annual operating budget and energy procurement.

Typical work hours are 8:00 am - 4:30 pm Monday - Friday
