CONTEXT AND ENVIRONMENT
  • The Spanish LV market is the 5th largest in Europe. The EV market is lagging a few years behind the E5 countries but the transition from ICE to EV vehicles has started.
  • The transport (including light commercial vehicle) sector, a key sector impacted by the energy transition, is moving towards a sustainable energy mix and sustainable energies.
  • Electromobility will thus represent a significant part of the energy mix in this sector.
  • TotalEnergies having divested its position in the service station market in Spain some years ago, development efforts in EV infrastructure and MSP should be designed outside an in-house existing network to maintain a significant market share and a profitable business in the mid-term.
  • The TotalEnergies EV charge business can rely on the presence of GRP/IP (electricity supplier).

JOB DIMENSIONS
  • Takeover of the Permitting Process
  • 200+ HPC sites with 500+ CPs (with a potential extension up to 1.150 CPs) across the 17 regions of Spain along highways, main roads and in urban and suburban areas
  • 300+ ongoing projects for new stations & extension of the existing ones.

Activities

ACTIVITIES
  • Guarantee the application of HSE rules for all activities carried out in the country in the area considered in coordination with the HSE in EVC business line and TotalEnergies.
  • Order support, follow up of CAPEX control and invoicing process.
  • Requests to the electrical grid and connection with all Distribution System Operators ("DSO").
  • Support to contract and electrical supply process.
  • Follow up and study of upgrades and new requests of grid connections.
  • Planning and permitting with all counterparts (17 regions in Spain), public and private administrations.
  • Research and identify all permitting requirements for EV charging station installations.
  • Prepare and submit permit applications to relevant authorities.
  • Coordinate with project managers, engineers, and contractors to prepare necessary documentation for permitting.
  • Track the status of permit applications and follow up with suppliers to ensure approvals on time.
  • Maintain detailed records of all permitting activities and communications.
  • Colaborate with local government officials and attend meetings as needed to address any permitting issues.
  • Ensure compliance with all local, state, and federal regulations related to EV charging infrastructure.
  • Assist in the development of permitting strategies to streamline the approval process.
  • Any task requested by the management related to his/her area of activities

Candidate Profile

QUALIFICATIONS / EXPERIENCE REQUIRED
  • Bachelor's degree in Industrial Organization, Environmental Science, or a related field.
  • Minimum of 2 years of experience in permitting or regulatory compliance, preferably in EV facilities, Electrical market, renewable energy or similar sectors.
  • Excellent organizational and project management skills and qualification would be an advantage.
  • Understanding of Local, National and European permitting processes.
  • Ability to communicate effectively with a variety of stakeholders.
  • Budget control experience.
  • English level medium-high. French desirable.

ACCOUNTABILITIES

The job holder is accountable for:
  • Number of projects with a permitting process completed. Preventive maintenances on schedule date
  • Time to market: To ensure the minimal delay to obtain all permits.
  • Coordination with Engineering Consultants to follow up of every file.
  • DSO access optimized in both technical & economical aspects.
