The Romania HSSE Advisor will be responsible for supporting the local HSSE Team in the development, implementation, and maintenance of the company's health, safety, environmental and security policies and procedures. This includes providing training and guidance to employees on HSSE matters. The role will also be responsible for monitoring and reporting on HSSE performance, as well as ensuring compliance with all relevant laws, regulations, and standards.

Job Responsibilities:
- Provide training and guidance to employees on HSSE matters, including emergency response procedures, the proper use of personal protective equipment, and the handling of hazardous materials
Assist with the investigation of accidents and incidents, including collecting and analyzing data and completing reports - Monitor and report on HSSE performance, including tracking and analyzing metrics such as accident and incident rates, near-miss reporting, and environmental performance
- Responsible for the organization and development of all civil protection and emergency situations activities and in the field of emergency situations according to the legal provisions in force, of the regulations, instructions, and internal orders.
- Ensures the administration of the Emergency Cell (convocation of members, preparing material for meetings, meeting minutes, drafting decisions adopted by the emergency cell).
- Elaborates the Emergency Situation (ES) topics for all training phases, establishing, the frequency of appropriate ES instructions to be delivered, ensuring the information and training of workers in the area of emergency situations at work and verify the employees knowledge and awareness.
- Distributes individual ES training sheets to heads of departments, etc., who are responsible for regular ES training/instruction.
- Perform hazard hunts, facilities inspections, held stand downs for HSE and ES areas.
- Ensure the management of the relationship with local authorities.
- Ensure communication and collaboration with environmental authorities (ANPM, AFM, Apele Romane etc.), organizations responsible for waste generated and performs monthly reporting, with third parties (for example, organizations specialized in carrying out environmental assessments, suppliers for waste disposal etc.) for carrying out various activities related to the environment.
- Perform HSE external audits of the organization's suppliers /subcontractors and reports the results of the audits in the Company's database (WPTS).
- Assist with managing the implementation and maintenance of the OEPS requirements for HSE and sustainability. This includes maintaining registers of environmental and sustainability legislation, reviewing environmental risks and opportunities, and conducting internal and external HSE audits.
- Assist with maintaining external accreditations of the ISO 14001 and ISO 45001 by reviewing specific local documents, undertaking internal audits, and participating in the Clients and Accreditation Bodies audits.
- Lead on developing and maintaining a robust data collection, monitoring and reports in the organization data bases (i.e., WPTS) for all environmental sustainability initiatives.
- Is responsible for the collection, monitoring and analysis of data and presentation to organization local management by preparing regular reports on the performance of environmental sustainability strategies, environmental improvement plans, spills response plan, other action plans, and instructions/procedures.
- Create and maintain a robust monitoring and reporting system of environmental sustainability performance statistics to publish for external reporting obligations.
- Identifies opportunities for environment and sustainability improvement, upload them in WPTS and monitor effectiveness of these.
- Upload and process the environment and sustainability management of changes (MoC), in WPTS, and assist with the implementation of these.
- Monitor the consumption of water, gas and electricity within the organization active facilities Establish and maintain energy and carbon databases, including metering and controls databases.
- Report in organization data bases (i.e., WPTS, RADAR, Waste Management etc.) as requested, investigate and keep records of the work-related incidents/accidents, Near Misses, Spills and occupational illnesses in line with legal requirements;
- Elaborates the occupational health and safety topics for all training phases, establishing, in writing, the periodicity of appropriate health and safety instructions to be delivered for each job, ensuring the information and training of workers in the field of safety and health at work and verifying the acquisition and application by workers of the information received.
- Update and implement internal procedures and regulations regarding health and safety at work, according to the legislative requirements at organization level.
Job Requirements:
- Bachelor's or Master's degree
- Minimum of 5 years of experience in Health, Safety, Security, or Emergency Response
- Strong knowledge of sustainability practices, reporting, and emergency management
- Experience in the oil and gas industry or related, with a solid understanding of associated risks
- Excellent communication skills at all organizational levels
- Strong team spirit with a proactive and collaborative work ethic
