GENERAL DEFINITION OF WORK

Operates a variety of heavy equipment and/or trucks utilized in construction, maintenance and repair activities; performs a variety of semi-skilled tasks in the maintenance of street, bridge, water, wastewater, gas and storm drainage systems; performs related work as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Operates vehicles of various sizes and weights usually more than three tons in the loading, hauling and unloading of various equipment, materials, and supplies.
  • Operates trucks and construction or power equipment, such as a pan, back-hoe, grader, paving vehicle, front-end loader, boom truck, dump truck, low-boy truck, snowplow, trencher, etc.
  • Works with and assists the crew in digging ditches, laying lines or pipe, repairing bridges, hoisting material, tools, equipment, and related work with a backhoe or front-end loader; may use a variety of hand tools.
  • Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment.
  • Performs all duties in conformance to appropriate safety and security standards.
  • May perform some or all the duties of Light Equipment Operator or Utility Workers, as required or assigned.
  • May be assigned to street sweeper (night shift).
  • Other duties as assigned.
  • May be required to work a stagger shift, depending on weather conditions if department needs require.
  • May be required to work "on-call" duty as assigned by Commissioner of Public Works or another authorized Supervisor.
  • Rotation on call weakly with other equipment operators

NONESSENTIAL DUTIES

Controls traffic at work sites by flagging to guide traffic through work areas, as required or assigned.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Considerable knowledge of heavy-equipment operating principles working knowledge of the hazards and safety precautions common to heavy equipment operations.
  • knowledge of the methods, materials and tools used in road maintenance work.
  • Skill in operation of listed tools and equipment.
  • Ability to understand and follow oral or written instructions.
  • Ability to communicate effectively verbally and in writing.
  • Ability to observe proper safety precautions.
  • Ability to establish effective working relationships with other employees, supervisors and the public.
  • Ability to perform heavy manual tasks under varying weather conditions.
  • Ability to drive and operate a variety of equipment under varying conditions.

SUPERVISION RECEIVED

Works under the supervision of the appropriate departmental or other assigned supervisor.

SUPERVISION EXERCISED

None. Although this position may be asked to direct a crew as a working member of same in absence of actual crew leader.

EDUCATION

A High School Diploma or GED required.

EXPERIENCE

Minimum 3 years of experience required, which involves the use of medium and heavy equipment, some of which must have been related to road repair or maintenance, utility work, etc.

DRIVER LICENSE

Valid Tennessee Class B CDL and clear driving record is required. Some departments may require specific CDL endorsements. OR prior experience and skills operating heavy construction equipment may be considered in lieu of CDL. Must obtain CDL within 120 days of hire.

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee frequently is required to stand and talk or hear. The employee is occasionally required to walk; sit; climb or balance; stoop, kneel, crouch, or crawl.

Motorized vehicles and equipment, including back-hoe, grader, low-boy truck, front-end loader, street roller, trencher, etc. and the following hand tools, saws, common hand and power tools, shovels, wrenches, mobile radio, phone, etc. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee regularly works in outdoor weather conditions under various circumstances, including exposure to excessive heat, excessive cold, extreme weather conditions, excessive humidity, excessive dampness or chilling, continuous excessive noise, slippery and uneven walking surfaces, moving machinery with moving parts, moving objects or vehicles, heavy equipment, close proximity to others, offensive odors, and possible noxious fumes, and is required to wear a City-provided uniform. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is usually loud.

The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 75 pounds and up to 100 pounds with assistance. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

It shall be the responsibility of the City of Lebanon Public Services Department to assess the type (s) of reasonable accommodations which may be necessary to allow the individual to perform the essential functions of a this position and to provide such necessary reasonable accommodations to a qualified individual with a disability, provided that nothing herein shall be construed to require the provision of reasonable accommodations if doing so will impose an undue hardship on the employing agency or a direct threat to the safety of himself/herself or others.
