Description

CAMS is looking for a Plant Manager to support New Haven Harbor Station power plant operations in Connecticut. The incumbent will have thirty (30) direct employees, some being represented by a bargaining unit. The Plant Manager will be responsible for all aspects of safety, plant operations, maintenance, environmental compliance, ISO-NE, NPCC and NERC compliance, policy administration, and financial results for New Haven Harbor Station. The manager will implement operational standards and procedures aligned with business goals and legal requirements, while continually identifying strengths and areas for improvement. The role also involves overseeing workforce development, including selecting, training, and managing a flexible, technically skilled team. The Plant Manager is additionally responsible for the New Haven Peaking LM6000 combustion turbine units.

New Haven Harbor Station is a 453 MW, #6 fuel oil and natural gas fueled facility consisting of one conventional steam unit in New Haven, CT. New Haven Peaking is a 144MW, ULSK and natural gas fueled facility consisting of three LM6000 simple cycle combustion turbines co-located on the property of New Haven Harbor Station.

Essential Duties and Responsibilities

  • Ensure active compliance with environmental, health & safety, and NERC compliance programs for the facility.
  • Responsible for all day-to-day operation, maintenance, fiscal and administrative functions of the facility and for achieving company and group goals.
  • Establish and obtain approval of a complete annual operating budget and operating plan that is consistent with the objectives of the business.
  • Manage the Collective Bargaining Agreement.
  • Measure and control performance against the approved budget.
  • Establish, implement, and consistently evaluate comprehensive operation standards, procedures and programs which comply with the business objectives, as well as governmental, contractual, and environmental requirements, and identify strengths, weaknesses, and areas of potential problems, along with suggested corrective measures.
  • Control and maintain the supplies program that evaluates and controls the level of inventory required to effectively operate the Facility, while limiting inventory costs.
  • Select, train, and manage a work force that is motivated, flexible in skills, cross-trained and technically astute.
  • Provide timely and accurate responses to correspondence and requests for information.
  • Implement corporate standards and programs.
  • Provide on or ahead of schedule accurate routine and special reports on cost allocation, HSE compliance, regulatory compliance, system and equipment reliability, availability, performance, condition, and deficiencies, as well as future objectives and plans.
  • Analyze the facility's actual financial performance versus budget.
  • Approve routine financial statements and other required reports for partners, banks, and regulatory agencies.
  • Ensure that all Facility personnel comply with established financial authority limits for the procurement and invoice processing.
  • Establish and monitor administrative procedures for the facility.
  • Oversee and monitor purchasing at the facility.
  • Monitor and ensure compliance with federal, state and local employment laws and regulations.
  • Interpret, monitor, and ensure compliance with all contract provisions.
  • Monitor federal, state, and local energy regulatory activities and their impact on the facility.
  • Monitor facility payroll and benefit programs, procedures, and policies.
  • Other duties as designated by the company.

Requirements

  • Bachelor's degree in engineering or related field, or the equivalent in training or experience.
  • Minimum of 10 years' experience in power plant operations and maintenance required.
  • Extensive knowledge of conventionally fired steam technologies is desired.
  • Knowledge of combustion turbine technologies preferred.
  • Experience with operations and maintenance of power boilers, steam turbines, combustion turbines, generators, electronic controls and monitoring devices.
  • Proven managerial/supervisory experience.
  • Knowledge of human resources and prior collective bargaining agreements desired.
  • Proficiency with personal computers, including Microsoft Office applications.
  • Demonstrated experience indicating effective communication skills, analytic ability, detail orientation, and ability to make decisions and meet deadlines.
  • Driving on company business is a requirement of this position and as such, the incumbent shall have and maintain a valid driver's license.
  • Performs repetitive and non-repetitive physical duties. Requiring lifts, pushing, pulling, stretching, bending, climbing, working in awkward positions, and lifting to 50 lbs.
