Job Summary:
This leadership position includes responsibility for technical direction and supervision of both individual cost controllers on single projects and groups of cost controllers assigned to larger, more complex projects. A Lead Cost Controller has responsibilities as a technical cost specialist to formulate and develop advanced project cost control concepts and procedures at the project and departmental level.
Assigned to large complex projects they will provide the Project Manager(s) and lead engineers with the information and assistance needed to manage the projects execution in compliance with the objectives of the cost and revenue budgets and the Groups standards in terms of project cost control. The Lead Cost Controller is responsible for providing project reporting and analysis to management at the Operating Center and Group office level. A Lead Cost Controller shall possess a broad range of skills and experience necessary to work independently on complex projects and assignments. A Lead Cost Controller may work independently or supervise other cost controllers in a large or complex project environment either in the home office or at a job site.
Major focus is to provide; look-ahead forecasting and trend analysis; oversee change management; monitor commitments, budgets; client and vendor invoicing control; cash flow forecasts; materials and equipment quantity forecasts; preparing the end-of-project feedback dossier for the Estimating group. The Lead Cost Controller should constantly interface with all the disciplines involved in the projects execution.

Work Performed
Typical work activities include but are not limited to:
- Providing advanced technical assistance in the development of cost control procedures at the project and department level
- Development and distribution of project specific cost control plans.
- Direct supervision of experienced cost controllers on larger or complex projects that require multiple cost controllers.
- Assist in training new or less experienced cost controllers.
- Maintenance of project Budget information.
- Review of committed and actual project costs.
- Review and updating of cost coding and allocations.
- Review, analysis and updating of project forecast values.
- Maintenance of the project deviation and trend registers.
- Generation and distribution of internal project cost reports.
- Generation of client cost reports.
- Review of client invoicing for accuracy and completeness.
- Reconciliation of project cost reporting with accounting and financial records.
- Monitoring of project cash flows and foreign currency position.
- Change Request development and submission in coordination with the PM and PCM.
- Preparation of the PMR for review with PM and Corporate Management during the monthly Project Reviews and attendance at review meetings
- Duty to alert and report any significant movement expected in the forecast.
- Preparation of the feedback forms and dossier during the life of the project and at completion.
- Providing specialized support in the use and development of computerized systems and tools such as Oracle and EcoSys.
JOB REQUIREMENTS:
Education:
- Abachelors degree in engineering, construction management, finance or related discipline is required.
- A masters degree is a plus.
Skills:
- Demonstrated team leadership abilities.
- Good oral and written communication skills.
- Methodical and organized.
- Open-minded and operation driven.
- Experience with enterprise software systems such as Oracle or SAP required.
- Experience with EcoSys cost control software is a plus.
Previous Experience:
- Minimum of 10 years of progressive experience in complex project cost control environment.
- Minimum of 2 years of supervisory experience in a large project environment.
