JOB DESCRIPTION

Wood is recruiting for a Fire Chief who will be responsible for overseeing all aspects of fire protection, emergency response, rescue services at Equatorial Guinea that includes onshore and offshore industrial facilities/operations (producing Natural Gas, Propane, Butane, Condensate, Methanol and LNG), as well as a nearby residential area and offices. The position will be rotational based for 10 x 3 weeks.

RESPONSIBILITIES

This leadership role involves managing fire prevention strategies, emergency response planning, personnel training, and compliance with Process Safety Management (PSM), National Fire Protection Agency (NFPA) and Company Management System (ROMS).

Key Responsibilities:
  1. Leadership and Management:
    • Lead and manage the fire department, including recruitment, training, and performance evaluation of fire and rescue personnel.
    • Develop and implement departmental management system, policies, procedures, and standard operating guidelines.
    • Establish and implement a structured training program for the EG National Trainee Fire Fighters that progressively achieves increased levels of competence as defined under NFPA 1001
    • Act as a mentor by providing the trainee with meaningful job assignments, on-the-job training, and monitoring their progress.
    • Coordinate with other departments to ensure integrated emergency response and rescue strategies.
    • Establish and implement an inspection and maintenance program for firefighting equipment.
    • Manage the fire department budget and act as the focal point/SME for purchase of emergency response equipment.
  2. Emergency Response and Rescue Operations:
    • Oversee emergency response operations for incidents involving industrial hazards, offshore activities, and residential/municipal emergencies, including rescue situations.
    • Ensure readiness for a variety of emergency scenarios, including high-angle, confined space, and water rescues.
    • Lead the team in responding to oil/hydrocarbon spills on land and/or water.
    • Serve as the primary point of contact for emergency services during incidents, providing leadership and direction.
  3. Fire Prevention and Safety:
    • Develop and implement fire prevention programs and safety initiatives to minimize risks to personnel and the facility.
    • Conduct regular inspections of facilities, equipment, and operations to ensure compliance with safety standards.
    • Investigate fire incidents to determine causes and recommend preventive measures.
    • Act as SME for fire water distribution systems on the facility and ensure their adequacy for response.
  4. Community Engagement:
    • Foster positive relationships with the residential community, providing education on fire safety, rescue services, and emergency preparedness.
    • Collaborate with local emergency services, community organizations, and regulatory agencies to promote safety initiatives.
  5. Regulatory Compliance:
    • Ensure compliance with all relevant fire codes, regulations, and industry standards.
    • Prepare and maintain records related to fire incidents, rescue operations, inspections, training, and compliance activities.
    • Manage budget and resources for the fire department, ensuring efficient allocation of funds for training, equipment, and operations.
  6. Training and Development:
    • Develop and implement training programs for fire and rescue department personnel on firefighting techniques, emergency medical response, and specialized rescue protocols.
    • Coordinate and organize emergency response drills for the fire department engaging operations, maintenance and medical teams as needed to measure readiness.
    • Initiate and document critiques and lessons learned after every response/drill.
    • Stay current on industry best practices, technologies, and trends in fire safety, rescue services, and emergency response.


QUALIFICATIONS

  • Bachelor's degree in Fire Science, Emergency Management, Public Safety, or a related field is a plus
  • Minimum professional qualifications include Fire Officer I per NFPA 1021, operational level hazardous material responder per NFPA 472, and certified as emergency medical technician.
  • Must be familiar with incident command system (ICS) response structure
  • Must have held position of fire chief previously - extensive years of experience in fire service, with some years in a supervisory or leadership role, in refining, petrochemical, or the LNG industry.
  • Ability to perform physical tasks associated with firefighting and rescue operations. Must be able to work in various environmental conditions, including industrial and offshore settings. Must be able and willing to be on-call after work hours to respond to emergencies while maintaining compliance with the company's alcohol policy.
  • Read, speak and comprehend the English language
  • Skills: Strong leadership, communication, and problem-solving skills; ability to work under pressure; knowledge of fire prevention techniques, emergency response, spill response and rescue protocols.
