The Process Control Specialist will support control system modernization projects, perform Honeywell control system upgrades and maintenance, and assist in developing and maintaining the Process Control Network (PCN) for a Sweeny Refinery. The position will provide network administration, deploy security patches, and maintain Cisco networks in a process control environment. Additionally, the Process Control Specialist will troubleshoot control system issues, optimize PCN performance, and share best practices across refineries.

The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.

Additionally, the Process Control Specialist will troubleshoot control system issues, optimize PCN performance, and share best practices across refineries.
Responsibilities May Include:
- Provide support to Controls Modernization Projects involving control system specification, hardware and software design, testing, commissioning, and documentation
- Perform Honeywell control system software upgrades, controller configurations, backups, and routine control system maintenance
- Responsible for assisting in the development, implementation, and maintenance of the Process Control Network (PCN), both software and hardware, for a large refinery or subsection of the refinery
- Assist with Microsoft Windows network administration and design
- Help deploy security patches, anti-virus applications, and software upgrades
- Provide Cisco network maintenance support in a process control environment
- Be able to understand and configure all SCADA connections to the PCN
- Configure all accepted communication protocols for linking 3rd party devices to the DCS (SM, OPC, Modbus over serial, PCDI, TCP/IP)
- Respond to issues and solve problems associated with the distributed control system hardware and process control network
- Be able to understand the requirements and interactions of software applications in the Demilitarized Zone (DMZ) and on the control systems network
- Help monitor key performance indicators to optimize the PCN
- Develop standards, practices, and procedures to manage and maintain the PCN
- Participate in root cause analysis of equipment failures and incident investigations
- Share key learning and best practices among the company refineries and with other best practice teams
Required Qualifications:
- Legally authorized to work in the job posting country
- High school diploma or GED equivalent
- Valid driver's license
- 5 or more years of refinery or related industry experience
- Experience in refinery field instrumentation
- Working knowledge of Honeywell DCS systems including: TDC3000, C300; TPS and Experion PKS and strong computer skills, industrial Control Systems hardware and software maintenance; migration and upgrade strategies
- Working knowledge of SCADA/PCDI interfaces
- Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic
- Must be willing and able, with or without reasonable accommodation, to comply with the following:
