Job Summary

Employee is responsible for the operations, maintenance, and construction of the City's collections, storm sewer system, and for the proper operation of the CCTV inspection system to inspect storm and wastewater lines. Will operate and maintain CCTV system. Employee will be required to be more in contact with residents. Will oversee the release of claim is properly filled out and submitted before accessing private lines. Will submit all reports to water/wastewater superintendent daily.

Essential Job Functions
  • Primarily operates equipment for waste-water line inspection, excavators, backhoe, forklifts, skid steer loaders, trenchers, dump trucks, and flushing equipment (Vacuum/Jet Combo Truck).
  • Installs, repairs, maintains water distribution systems such as water pipes, fittings, valves, manholes, water meters, and other water distribution components, and as necessary, sewer infiltration and inflow.
  • May perform locates on utilities.
  • Performs routine maintenance of assigned equipment and/or trucks.
  • Inspects equipment and monitors operating conditions.
  • Maintain required records and forms; submits reports as required.
  • Attends training sessions as required to maintain abreast of updates or changes in occupational safety requirements.
  • Responds to natural disaster emergencies as part of EOC Call Center; may be required to work beyond normal business hours and/or on weekends.
  • Maintain regular and prompt attendance, physically present to work.
  • Performs other similar or related duties as assigned.
  • Effective motor skills necessary to operate department vehicles, equipment, tools, and machinery in a safe and efficient manner.
  • Leads other workers in accomplishing assigned work.
  • Responsible to his/her supervisor for assuring that the work assignments of the workers are carried out.
  • Distributes and balances workload among employees, in accordance with established workflow.

Minimum Qualifications & Requirements
  • Must have a High School diploma or equivalent (GED).
  • One (1) to three (3) years of related work experience to perform such job.
  • Must have valid Class "B" or Class "A" Texas Driver License and be insurable.
  • Preferred, Wastewater C TCEQ license but not required.
  • Applicant must pass pre-employment criminal background check and drug screen at City's expense.
  • Must successfully complete Emergency Management and Incident Command Training.
  • Bilingual English/Spanish preferred.
  • Must be able to communicate effectively with corrected hearing and speaking skills, on the phone or in person.
  • Corrected vision skills to detect, perceive, identify, recognize, judge, observe, inspect, estimate, and access normal distinguishing colors and/or depth perception.

Knowledge, Skills & Abilities
  • Knowledge of the general operating procedures of a variety of heavy equipment.
  • Knowledge of practices and procedures used in installing, maintaining, and repairing sewer mains and services.
  • Skill in the safe and efficient operation of assigned equipment and the observance of traffic laws and regulations.
  • Ability to understand and carry out verbal and written instructions.
  • Ability to work independently in performing regular duties without supervision on a daily basis and able to make independent decisions regarding daily work duties. Questionable situations are referred to the supervisor.
  • Ability to, with tact and ordinary courtesy, maintain effective working relationships with management and coworkers, and on an occasional basis the public.
  • Ability to read and interpret instructions regarding the safe and efficient use of equipment and related material.
  • Pay close attention to details.
  • Ability to recognize unsafe working conditions to ensure employee safety.
  • Ability to operate specialized equipment such as a bore machine and cleaning equipment in a safe and efficient manner.
  • Accountability for consequences of errors, missed deadlines, poor judgement that could result in excessive costs, delay of service delivery, and or legal repercussions.
  • Judgement in numerous standardized practices, procedures, or general instructions that govern the work and, in some cases, may require additional interpretation. Needed to locate, select, and apply the most pertinent practice, procedure, regulation, or guideline.
  • Work consists of a variety of duties that generally follow standardized practices, procedures, regulations, or guidelines. The sequence of work and/ or the procedures followed vary according to the nature of the transaction and/or the information involved, or sought, in a particular situation.

Working Conditions/Physical Demands
  • Working hours may consist of working nights, weekends, and/or holidays.
  • Work requires moderate intermittent physical strength and effort daily.
  • Involves the lifting, moving, positioning, loading, carrying, pushing, and/or pulling of moderately heavy objects and materials (up to 100 lbs.), remain stationary or move about for the full workday.
  • Must be able to balance, bend, squat, kneel, climb, reach, twist, and/or rotate frequently.
  • Regularly exposed to outdoor weather conditions such as humidity, hot, rain, windy, and cold, temperatures for long periods of time.
  • Driving in adverse weather conditions, and troublesome road conditions may be required.
  • Duties may involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination (operating a motor vehicle, a personal computer, and/or climbing up and/or down a ladder).
  • The nature of duties may involve continuous presence of environmental factors, exposure of unpleasant or irritating elements, such as considerable noise, odors, chemicals, fumes, dust, mist, vibration, heights, dampness, gases, smoke, oil, dirt, or grease.
  • The work may require extended physical effort over most or all the workdays.
  • Generally, contains one or more constant elements of stress such as being on call for 24 hours or being under prolonged pressure during emergency situations.
  • Mental stress is usually present in the form of being required to weigh completing and concurrent demands under deadline pressures.
  • Extreme caution needed potential injures may result from exposure to chemicals, steam, fire, working with heavy materials, falling from heights higher than 3 feet, illness from communicable diseases.
  • Special safety/ protective clothing (gowns, coats, gloves, glasses, hats and/ or boots may be required.
