The City of Redding Electric Utility is accepting applications for one full-time Electrical Utility Senior Project Engineer position.

The ideal candidate for this position will be an engineer with a civil engineer background and project management experience on electric utility projects related to Distribution, Substation and Transmission facilities.

We are looking for someone to

Electric Utility Senior Project Engineer
  • Design and prepare plans and specifications for Electric Utility capital improvement projects, such as electrical substations, electric transmission/distribution lines, power generating plants and engineering improvements or modifications at Electric Utility facilities.
  • Manage Electric Utility construction projects, including transmission and distribution projects, natural gas pipeline projects, and power generation projects; conduct field inspections of projects to ensure contract compliance, minimize change orders, and assure a high level of safety. Prepare oral and/or written reports for staff and management as appropriate.
  • Administer consulting contracts; prepare requests for proposals and evaluate proposals for consulting services.
  • Perform detailed review of work products produced under consulting contracts.
  • Prepare detailed specifications for the purchasing of construction materials or major equipment for Electric Utility projects such as steel structures, control equipment enclosures, generation equipment and structures, natural gas equipment, and oil retention facilities.
  • Develop standards and guidelines for Electric Utility projects. Develop Electric Utility standards where engineering input is necessary and desirable to assure adequate and cost-effective projects.
  • Develop, implement, and maintain operation, maintenance, and testing procedures and other required documents (HMBP, SDS, SPCC, etc.) for Electric Utility facilities. Perform regular audits of Redding electrical facilities to ensure safety and regulatory compliance.
  • Coordinate any needed repairs or improvements to Electric Utility engineering or structural features and to generation equipment and structures. This includes site grading/drainage, paving, fencing, steel structures, substation control enclosures, power plant performance and reliability improvements and other improvements.

Electric Utility Engineer
  • Develop, implement, administer, maintain and support technical systems used by the Electric Department personnel. Technical systems could include: energy accounting software, supervisory control and data acquisition systems ("SCADA"), distribution control and protection equipment, contingency analysis software, engineering software, inter-control center protocol communications equipment and software, etc. Incumbents may be engaged in the design, documentation, coding, testing and implementation of new or enhancements to existing application programs. Incumbents may be tasked to prepare user documentation and train personnel in the proper use of programs and equipment.
  • As assigned, lead or participate as a team member in capital and maintenance projects. This includes, but is not limited to: writing bid specifications; writing service contracts; obtaining necessary regulatory approvals; procuring materials; testing and commissioning of project; overseeing financial tracking of project; ensuring documentation is updated; training of personnel on changes as applicable; and ensuring good public relations are maintained.
  • Develop, implement, and administer training, safety and environmental procedures and programs. Continuously strive for improvements of division training content and culture.
  • Under guidance of a supervisor with responsible charge of the work, perform a variety of professional engineering activities related to the design, construction, maintenance, and operation of the facilities of the Redding Electric Utility.
  • Assist in the design of new and/or modifications to existing utility facilities including analysis of power line structures, complex relay and control schemes, development of construction drawings and contract documents for equipment and construction, acquisition of permits, easements and property; coordination of joint projects with outside agencies; provide guidance for assigned draftsmen; coordinate work of consultants, outside agencies and other staff as required.

Qualifications we're looking for

Electric Utility Senior Project Engineer
  • Knowledge of principles and practices of engineering as applied to Electric Utility projects Knowledge of methods, materials and techniques used in the design and construction of Electric Utility projects
  • Knowledge of City engineering policies and procedures
  • Knowledge of the application of engineering to designs relating to Electric Utility facilities including electrical substations, power plants, natural gas pipelines, transmission/distribution lines, and buildings
  • Knowledge of Electric Utility operating practices and procedures and safety requirements. DOT pipeline compliance, Cal-OSHA safety requirements, air water and waste environmental compliance, and NERC compliance
  • Ability to perform complex engineering work involving responsibility for Electric Utility projects from design through completion
  • Ability to perform technical research and prepare detailed engineering studies and reports and provide reliable advice on engineering problems; and communicate effectively in both oral and written manner
Education, Experience & Special Requirements:
  • Typical education shall include Bachelor of Science Degree in engineering from an accredited college or university
  • Typical experience would include five years relevant design experience with electrical utility emphasis and prior experience as the Project Manager.
  • Possess a current professional registration in Civil, Mechanical, Electrical, or Chemical Engineering in the State of California, or in another state that has reciprocity with California, and must obtain the appropriate California professional license within one year of employment.
  • Ten years of experience working on electric utility projects and a valid license as a Land
  • Surveyor in the State of California is desirable.

Electric Utility Engineer
  • Knowledge of Mechanical, Civil, Chemical, Electrical, or appropriate engineering knowledge
  • Knowledge of utility engineering, including short circuit, load flow, voltage drop, metering, substation design standards
  • Knowledge of load forecasting, loss and economic evaluation; power generation operations or maintenance
  • Knowledge of regulatory compliance in air emissions, water quality, waste handling, hazardous materials handling, safety and health
  • Ability to interact effectively with various REU work teams, contractors, and with the public
  • Ability to demonstrate good oral and written communication skills and supervisory skills
  • Ability to evaluate and implement government regulations and industry standards
  • Ability to troubleshoot a variety of technical problems in assigned field, this could include operational, maintenance, electrical systems, control systems, data communication networks, project management issues, etc.
Education, Experience & Special Requirements:
  • Documented completion of a state recognized course of instruction for attaining specialized knowledge and skills providing the required knowledge, skills, and abilities is qualifying.
  • Typical education would include a Bachelor's degree in an engineering discipline from an accredited college, university, or equivalent.
  • Typical experience would include three years relevant experience in distribution, operation, construction, power generation, regulatory compliance, environmental regulatory compliance, control systems administration and support, industrial process engineering, and/or project management.
  • Possess the appropriate valid California driver's license or the ability to acquire one within ten days of appointment.

Holidays:

An average of thirteen and a half per year. Fire Association covered employees receive a payment in lieu of holidays. Holiday compensation for Redding Peace Officers Association and Redding Police Managers Association employees has been converted to base pay.

Vacation:
Two weeks per year up to the fourth year of service, three weeks up to nine years of service, three and a half weeks up to fourteen years of service, four weeks up to nineteen years of service, four and a half weeks up to twenty-four years of service, five weeks after twenty-four years of service. For accrual rates for Fire Department shift employees, refer to MOU. Part-time and temporary employees may be eligible for some vacation/paid time off benefits.

Sick Leave:
Twelve working days of sick leave are accrued each year. Unused sick leave may be credited toward retirement. For accrual rates for Fire Department shift employees, refer to MOU.

Health Insurance:
Excellent medical, dental, vision, and life for employee and dependent, and long-term disability for employees.

Retirement:
Full-time employees are covered by CalPERS (formula is dependent on hire date and member status in CalPERS) and are not covered under the Social Security System.

Administrative Leave:

Management positions are eligible to receive 40 hours of administrative leave per calendar year as authorized by the department director; additional leave up to 40 hours may be granted by the City Manager.

Deferred Compensation Plans:
Available for interested employees.

Union Dues: Job classifications in the unrepresented group do not pay union dues.

Part-Time Retirement Benefit Program:
Part-time, seasonal, and full-time temporary employees either participate in the Social Security System or the PARS Alternate Retirement System depending upon bargaining unit assignment.

SDI:
Unrepresented positions do not participate in SDI.
