Description
Advanced and responsible duties of a skilled nature. Leads staff in performing a wide variety of utility maintenance and construction duties. Performs skilled and manual work including the operation and maintenance of construction equipment. Reviews, compiles and submits written records and as built drawings as required. Responsible for obtaining materials, supplies and equipment used by work crew. Performs related work as required following all safety and regulatory requirements. Must follow safety procedures and promote a safe work environment. Needs to have an intellectual curiosity and a desire to find answers. Continually looks for ways to maximize team efficiency and work quality. Participates in process improvement teams using Lean/6 Sigma processes. Required to regularly work overtime as part of the rotating "on-call" program. This is an essential position; incumbent will be required to work extended hours during and after hurricanes or other disasters. Works proactively and provides excellent customer service to internal and external customers. A strong understanding of ethical behavior is required
Typical Qualifications
Must possess a current Water Distribution "Level 2" DEP license at the time of application. Must possess a valid Florida Class "B" Commercial Driver's License with tanker and air brake endorsements at the time of application. High school diploma or equivalent education required, college course work a plus. Must have at least four years of experience in the operation, maintenance and construction of water/wastewater/reuse systems. Will obtain a Lean/6 Sigma white belts within one year of hire date. Ability to drive and operate large trucks, boom trucks, front end loaders, and other similar pieces of equipment. Experience in supervising other workers, and in making decisions in the field. Candidates must possess effective communication skills with the ability to speak, write and understand English. Must have knowledge of software programs such as Microsoft Office suite and the ability to use personal computers. GIS mapping systems and City Naviline system to close out work orders. Must be able to work outdoors with exposure to adverse weather conditions and other hazards such as machinery, wastewater, fumes, chemicals and odors. Some job duties require personal protective equipment. Ability to move up to 50 lbs. on a regular basis and occasionally up to 75 lbs. Labor intensive position with the ability to walk, stand, lift, climb, bend, stoop, push and pull. Specific abilities include hearing, talking, and seeing. The applicant must pass a pulmonary function test and be physically capable of using respirators and self-contained breathing apparatus. Applicants must not have facial hair that is in the area of the face seal of respiratory PPE. Selectin process with include an interview and evaluation of software skills. GIS and map reading skills.

Employees are paid biweekly. The pay range consists of a minimum and maximum salary. Initial appointment is usually made at the minimum salary of the pay range, but a higher salary may be considered for an especially well qualified candidate or to meet unusual needs. Annual merit increases of up to 3% up to the maximum of the pay range are based on fully effective job performance, or above, and are not automatic. Eligible Fire department combat employees receive annual merit increases of up to 4%.
Group health insurance is paid for by the City; 100% for full time employees and 50% for eligible dependents.
Paid leave includes: Vacation - accrue nine (9) days annually with additional days awarded for longevity; Sick Leave - accrue twelve (12) days annually; Holidays - thirteen (13) days off; Personal Days - two personal days after six months of service.
Pension plan: General Employees' Retirement System participation is required for all eligible employees. Each employee contributes a tax deferred deduction of 10% of their salary to the plan and the City contributes a like amount. The defined benefit pension plan is based on the average of the last three base salary years times 3% times years of service. If an employee leaves the employ of the City prior to seven (7) year vesting or retirement, their contribution, with interest, is refundable. Fire pension participants contribute 11.6% and are required to participate in the Pompano Beach Police & Firefighters' Retirement System.
Other benefits offered to City employees include: cost of living adjustments (when applicable), tuition reimbursement, tax deferred savings plan, credit union services, direct deposit, sick leave bank, sick leave to vacation conversion, employee assistance program, Deferred Retirement Option Plan (DROP), Voluntary Employee Beneficiary Account (VEBA), and a four day work week for certain positions.
Part time employees are not eligible for benefits and benefits may vary depending on bargaining units.
