Office of Conservation - Engineering/Administrative Division
The Engineering Administrative Division is responsible for the prevention of waste of oil and gas underground (in the reservoirs in which it accumulated), in storage and in transportation and is responsible for the protection of property rights of all persons concerned or affected thereby insofar as those rights relate to oil and gas exploration and exploitation in the state of Louisiana.

Employees are eligible for flexible work schedules upon hire and 2 days of telework after 6 months.

LOCATION AND POSITION INFORMATION:
This full-time Petroleum Scientist Manager 2 is located in the Engineering Administrative Division, Production Audit section in the Office of Conservation in Baton Rouge, LA.

The incumbent of this position serves as Assistant Director of the Engineering Division and will perform complex supervisory and professional petroleum engineering work in the management of all activities of the Permit and Reservoir Section and Production Audit Section within the Engineering Division, Office of Conservation, Department of Energy and Natural Resources.

Work is performed in accordance with principles, concepts, and techniques of higher mathematics, physical and engineering sciences, and business practices. Direct supervision is exercised over a Petroleum Scientist 3, a Petroleum Scientist Manger 1 and a Mineral Production Manager. Administrative supervision is exercised over the entire staff of the Permit and Reservoir Section and Production Audit Section. The duties include, but are not limited to the following:

  • Incumbent of this position coordinates and supervises the activities of the Permit and Reservoir Section and Production Audit Section within the Engineering Division.

  • Incumbent represents the Engineering Division relative to public hearings held on oil and gas unitization matters, substitute unit wells, alternate unit wells, commingling, environmental compliance orders, etc. including the review of pre-application notices and applications for public hearings to ensure compliance with the Rules of Procedure for Conducting Hearings before the Commissioner of Conservation.

  • Incumbent is responsible for scheduling of public hearings. Incumbent attends all public hearings as a member of the Commissioner's Staff, questions expert geological and engineering witnesses, reviews testimony and technical evidence submitted by interested parties at the hearings, directs complex reservoir engineering studies required to evaluate data presented at such public hearings, attends staff conferences to review hearing matters with the Geological Division Staff and staff engineers and recommends to the Commissioner of Conservation the position of the Engineering Division on each public hearing.

  • Schedules and attends meetings or handles via telephone conversations with engineers, geologists, landmen, and other technical representatives of the oil and gas industry.

  • Performs additional duties as assigned.

The maximum listed is the maximum salary a person can make over their career and not the amount we are allowed to pay a new hire.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree with a major in one of the following scientific fields: engineering, geology, geosciences, earth and environmental science or geophysics, plus five years of professional level experience in the evaluation of oil and gas drilling, oil and gas production and/or oil and gas transportation.

SUBSTITUTIONS:

A bachelor's degree with 24 hours in petroleum engineering or geology will substitute for one year of the required experience.

A master's degree or Ph.D. in any of the qualifying fields will substitute for one year of the required experience.

NOTE:

Any college hours or degree must be from an accredited college or university.
